LANDSCAPE MAINTENANCE DISTRICTS
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE REPORT OF THE ENGINEER AS FILED AND DECLARING
ITS INTENTION TO:
(1) SET A PUBLIC HEARING DATE REGARDING THE FOLLOWING
LANDSCAPE MAINTENANCE DISTRICTS:A,B,AND C.
(2) LEVY AND COLLECT ASSESSMENTS IN THESE DISTRICTS FOR
FISCAL YEAR 2018-19 PURSUANT TO THE LANDSCAPING AND
LIGHTING ACT OF 1972,COMMENCING WITH SECTION 22500 OF THE
STREETS AND HIGHWAYS CODE.
(3) DETACH BONNYVIEW ESTATES, BONNYVIEW ESTATES UNIT II,
CANDLEWOOD ESTATES UNITS 1 AND 2, RAVENWOOD ESTATES
UNIT 10,VICTOR ESTATES UNITS 1 AND 2,VISTA RIDGE UNITS 1 AND
2,AND LANCER HILLS ESTATES UNITS 2, 3 AND 4 FROM LMD A AND
DISPENSE WITH RELATED POSTED AND MAILED NOTICE OF
HEARINGS PURSUANT TO THE LANDSCAPING AND LIGHTING ACT
OF 1972, SECTION 22605 AND 22609 OF THE STREETS AND HIGHWAYS
CODE
WHEREAS:
A. The City Council heretofore ordered the consolidated formation of the following Landscape �J
Maintenance Districts under authority granted by the Landscaping and Lighting Act of 1972 as
set forth in Part 2 of Division 15 of the Streets and Highways Code of the State of California. P
B. The purpose of these Districts is to provide maintenance to those landscaping improvements
required within the public rights-of-way and/or easements by the conditions of development
approval for each District and the general locations as outlined in the table below.
C. The Engineer has filed his Report with the City Clerk pursuant to Streets and Highways Code
Section 22565, et seq.
D. This Resolution is made in satisfaction of those requirements set forth in the Streets and
Highways Code Section 22624.
E. On February 6, 2018, homeowners voted against the formation of LMD 02-17, 03-17, 04-17,05-17,
06-17 and 07-17 which intends the detachment of Bonnyview Estates, Bonnyview Estates Unit II,
Candlewood Estates Units 1 and 2, Ravenwood Estates Unit 10, Victor Estates Units 1 and 2, Vista
Ridge Units 1 and 2 and Lancer Hills Estates Units 2,3 and 4 from LMD A.
NOW,THEREFORE,IT IS RESOLVED BY THE CITY COUNCIL THAT:
1. The matters set forth above are true,correct,and are adopted herein.
2. Pursuant to the Streets and Highways Code §22623, the Report of the Engineer, as filed is hereby
approved.
3. The Report of the Engineer, on file with the City Clerk, contains a full and detailed description of
the improvements, the boundaries of the District and any zones therein, and the proposed
assessments upon the assessable acres and remaining parcels within the District.
4. The existing improvements for each subdivision in the District are set forth in Part B of the
Engineer's Reports on file with the City Clerk.
5. The general locations of the acres and remaining parcels in the District are set forth in Part A of
the Engineer's Reports on file with the City Clerk.
6. Only costs for the maintenance of landscaping, miscellaneous lighting, mulching, vandalism,
repairs to the irrigation system, electric and water charges, replacement of vegetation as
necessary, removal of trimmings, rubbish, and debris, maintenance of the detention basin, and other
improvements to remove or cover graffiti, administrative costs, painting of any walls, and such
other maintenance and incidental expenses as are authorized by Streets and Highways Code
Sections 22526 and 22531 will be assessed.
7. A public hearing will be held on Tuesday, July 17, 2018, at the hour of 6:00 p.m., or as soon
thereafter as the matter may be heard, in the City Council Chambers located at 777 Cypress Avenue,
Redding, California to address the confirmation and approval of the proposed assessment
for fiscal year 2018-19. The proposed assessment for Fiscal year 2018-19 is outlined in the table
below, it being the intention of the Council to levy said assessment in the amount as also indicated
in the table below for fiscal year 2018-19.
8. The City Clerk shall give notice of said hearing pursuant to the Streets and Highways Code
Section 22626(a).
