HomeMy WebLinkAboutMinutes - City Council - 2017-08-02 - Special Meeting 265 Redding City Council, Special Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 August 2, 2017, 6:00 PM The meeting was called to order by Mayor Brent Weaver with the following Council Members present: Adam McElvain, Kristen Schreder, Francie Sullivan, and Julie Winter. Also present were: City Manager Barry Tippin, City Attorney Barry E. DeWalt, Acting Assistant City Manager/Public Works Director Brian Crane, Personnel Director Sheri DeMaagd, Development Services Director Larry Vaupel, Deputy City Manager Greg Clark, City Clerk Pamela Mize, Assistant City Clerk Sarah Sheetz, and Executive Assistant Sharlene Tipton. The City Manager introduced Department Directors that were in attendance: Interim Redding Electric Utility Director Daniel Beans; Fire Chief Gerry Gray, Interim Police Chief Peter Hansen, Finance Director Dennice Maxwell, Community Services Director Kimberly Niemer, Information Technology Director Tony Van Boekel and City Treasurer Allyn Feci Van Hooser. The Pledge of Allegiance to the Flag was led by Mayor Brent Weaver. The Invocation was provided by Mary Little, Redding Fire and Police Departments Chaplain. PRESENTATIONS 2A. (There were no representatives from the Catalyst Mentoring Program in attendance, postponed to a future Council meeting). Presentation by Catalyst Mentoring Program Director Aaron Hayes providing an overview of its program that pairs adult mentors with at risk youth to help the community build a healthy future together through mentoring. Presentation and Powerpoint,incorporated herein by reference,provided by local Artist James Phillips of the "Cloud Column" Sculpture he donated (with financial assistance from numerous area businesses) to the City of Redding located at Shasta View Drive and Old Alturas Road. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to Redding City Council (staff report) is incorporated herein by reference: 4(b) Approve Payroll and Accounts Payable Register [A-050-500] Approve: (1)Accounts Payable Register No. 2 for the period of July 15, 2017, through July 31,2017,for a total of$26,837,195.37 for check numbers 127404 through 127876, inclusive, ACH Transfer numbers 13655 through 13700, inclusive, and Wire Transfer numbers 6926 through 6972, inclusive; and (2)Payroll Register No. 2 for the period of July 2, 2017, through July 15, 2017, in the amount of $3,252,204.79, for electronic deposit transaction numbers 442864 through 443853, inclusive, and check numbers 603268 through 603294, inclusive; SUMMARY TOTAL: $30,089,400.16 4(c). Accept the Project Status Report for July 2017. [A-050-080] 4.2(a). Approve the Tourism Marketing Business Improvement District Annual Report for Fiscal Year 2017-18. [A-170-015-004] 4.11(a).Authorize the following action relative to Request for Proposals No.4864,Engineering Services for Girvan Road Bridge over Olney Creek Replacement Project and Canyon Road Bridge over ACID Canal Replacement Project: (1)award to Morrison Structures; (2) authorize the Mayor to execute contracts with Morrison Structures to provide project management, preliminary and final design, environmental compliance, right- of-way coordination, and technical assistance during bidding and construction services for the Girvan Road Bridge over Olney Creek Replacement Project,for a not-to-exceed fee of$497,239; and Canyon Road Bridge over ACID Canal Replacement Project, for a not-to-exceed fee of $433,139; and (3) authorize the City Manager to approve contract amendments not-to-exceed $35,000 per contract. [B-050-020/S-070-050] 4.11(b).Authorize the following action relative to Request for Proposal No. 4865, Engineering Services for Eastside Road Bridge over Canyon Hollow Creek Replacement Project and Westside Road Bridge over Canyon Hollow Creek Replacement Project: (1)award to Dokken Engineering; (2) authorize the Mayor to execute contracts with Dokken Engineering to provide project management, preliminary and final design, environmental compliance, right-of-way coordination, and technical assistance during bidding and construction services for the Eastside Road Bridge over Canyon Hollow Creek Replacement Project, for a not-to-exceed fee of $399,424 and Westside Road Bridge over Canyon Hollow Creek Replacement Project, for a not-to-exceed fee of $363,371; and (3) authorize the City Manager to approve contract amendments not to exceed $35,000 per contract. [B-050-020/S-070-050] 4.11(c).Adopt Resolution No. 2017-070, a resolution of the City Council of the City of Redding approving an update to the Disadvantaged Business Enterprise Program for the Redding Airports Division as required by the Federal Aviation Administration for Grant funded projects; and authorize future administrative updates to the program as necessary. [A-050-300/A-050-030] 4.11(d).Accept Bid Schedule No. 4881 (Job No. 2398), Clear Creek Wastewater Treatment Plant Biosolids Drain Line Project, awarded to Cushman Contracting Corporation, as satisfactorily complete, with a final cost of$146,878.76. [B-050-020/W-010-450] 4.11(e).Approve the purchase of two 2018 Autocar ACX units with two Roto Pac residential side-load bodies and two 2018 Autocar ACX units with two New Way commercial front-load bodies for the Solid Waste Utility using National Joint Powers Alliance contract pricing, with a net delivered cost of$1,377,143. [B-050-100/S-020] 4.11(f).Authorize contract with Paradigm Software,LLC in the amount of$154,878 to upgrade the existing daily line of business software utilized by the Solid Waste Utility. [A-070/A-050-150-325] A MOTION WAS MADE by Council Member McElvain, seconded by Council Member Schreder, that the foregoing items on the Consent Calendar be accepted, acknowledged, adopted, approved, and/or authorized as recommended. The Vote: AYES: Council Members - McElvain, Schreder, Sullivan, Winter, and Weaver NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - None Resolution No. 2017-070 is on file in the Office of the City Clerk. 08/02/2017 267 REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS, COMMISSIONS AND COMMITTEES 9.1(b). Approve in Concept Transferring Community Clean-Up to the Solid Waste Division [S-020] City Manager Tippin provided an overview of the Report to Redding City Council (staff report), incorporated herein by reference. Patrick Westrip opined that he will contact the City Manager to discuss suggestions relative to the possibility of combining several City Departments to increase efficiencies. Dale Ball encouraged the City Council to approve the concept. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Sullivan, seconded by Council Member Schreder, to approve, in concept, transferring the overall responsibility for trash related clean-up of public property and shopping cart collection and impoundment to the Solid Waste Division of the Public Works Department. Operational roles and responsibilities will largely remain the same. The Vote: Unanimous Ayes. 9.1(c). Response to 2017 Grand Jury Report regarding Unfunded Pension Liabilities [B-080-600-800/P-100-230] City Manager Tippin summarized the Report to Redding City Council (staff report), incorporated herein by reference. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Winter, to authorize the Mayor to send the letter of response to the Shasta County Grand Jury concerning its report titled "Unfunded Pension Liabilities", with the deletion of the following sentence under the R2 Response: "In addition, in the near future, the City of Redding will be hosting an impact fee workshop. " The Vote: Unanimous Ayes. 9.4(a). Ordinance - Amending Redding Municipal Code (RMC) Title 16 (Buildings and Construction), Relating to Expedited Permitting Procedures for Electric Vehicle Charging Systems [C-110-100/A-050-250-030] Development Services Director Vaupel highlighted the Report to Redding City Council (staff report), incorporated herein by reference. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Winter, to: (1)offer Ordinance No. 2575, an ordinance of the City Council of the City of Redding, amending Redding Municipal Code (RMC) Title 16, (Buildings and Construction), Chapter 16.02 (Building Code), by adding Section 16.02.020 (Electric Vehicle Charging Systems), for first reading by title only, waive the full reading; and (2) authorize the City Attorney to prepare and the City Clerk to publish a summary ordinance. The Vote: AYES: Council Members - McElvain, Schreder, Sullivan, Winter, and Weaver NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members—None City Attorney DeWalt read the title of Ordinance No. 2575 08/02/2017 268 9.15(b).Resolution - Approving Mandatory Employee Contribution for the Public Agency Retirement Services (PARS) Retirement Enhancement Plan for Unrepresented Employees [P-100-050-100/P-100-240] Personnel Director DeMaagd summarized the Report to Redding City Council (staff report), incorporated herein by reference. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Sullivan, to adopt Resolution No. 2017-071, a resolution of the City Council of the City of Redding approving the First Amendment to the City of Redding Amended and Restated PARS Retirement Enhancement Plan to include a mandatory contribution of two percent (2%) for unrepresented employees, effective as soon as practicable. The Vote: AYES: Council Members - McElvain, Schreder, Sullivan, Winter, and Weaver NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members—None Resolution No. 2017-071 is on file in the Office of the City Clerk. PUBLIC COMMENT [P-150-150] Patrick Carpenter spoke on behalf of the Guardian Angels and opined that Guardian Angels wish to collaborate with the City to protect the community. [A-050-250-074/E-070] James Crockett opined that he would like to see more collaboration with non-profits and religious groups to assist with the homelessness and public safety issues; and suggested that the Council write a letter in opposition to the current recall efforts of two Council Members. POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS [A-050-250-074] At Council Member Sullivan's suggestion, the City Council directed staff to schedule a presentation by the Good News Rescue Mission relative to outreach programs they provide at a future Council Meeting. CLOSED SESSION At the hour of 6.50 p.m., Mayor Weaver announced that the Council would adjourn to Closed Session. At the hour of 7:57 p.m., Mayor Weaver reconvened the Closed Session to Open Session and reported that in reference to: 13A.
