The meeting was called to order by Mayor Brent Weaver with the following Council Members
present: Adam McElvain, Kristen Schreder, Francie Sullivan, and Julie Winter.
Also present were: City Manager Barry Tippin, City Attorney Barry DeWalt, Interim Police
Chief Peter Hansen,Deputy City Manager Greg Clark, City Clerk Pamela Mize,and Executive
Assistant Anette Cates.
PUBLIC SAFETY WORKSHOP - Receive Public Input Regarding Questions and Solutions
Pertaining to Public Safety Within the Jurisdictional Limits of the City of Redding.

Mayor Weaver and each Council member provided brief opening remarks. The Mayor
explained that for the Public Safety Workshop, citizens wishing to speak should complete a
Blue Speaker Request Form and citizens wishing to provide input, but not wishing to speak,
should complete a Yellow Comment Card. He encouraged comments and suggestions from
the public.
City Attorney DeWalt provided a PowerPoint presentation, incorporated herein by reference,
highlighting the public safety related ordinances approved and implemented by the City
Council since 2004.
Redding Police Captain Eric Wallace, Investigative and Support Services, provided an
overview of the local impact of recent changes in state law including: Public Safety
Realignment Act (Assembly Bill 109), Safe Neighborhoods and School Act(Proposition 47)
and the Public Safety Rehabilitation Act (Proposition 57). He provided real world scenarios
created for law enforcement by these changes, and opined that there is no personal
accountability for criminals as a result of these laws. Captain Wallace stated that law
enforcement is diligently collaborating with the community and stakeholders through social
media outlets and with City and County leaders to combat the negative effects of these laws.
In response to Mayor Weaver, City Manager Tippin provided a synopsis of the obstacles he
faces as the new City Manager and opined that he and City staff are focused on obtaining the
absolute best result with the resources available to the City.
Mr. Tippin noted that some citizens have emailed their questions and solutions, and stated that
they would answer those during this forum if time allows, otherwise, priority is for those in
attendance, with any additional information to be added to the City's website.
County of Shasta Administrative Officer Larry Lees, Shasta County Sheriff Tom Bosenko,
City Manager Tippin, and Vice Mayor Schreder provided information relative to various grant
opportunities available for homelessness, incarceration, and public safety, including those
received, applied for, and ongoing, as well as noting that new grant opportunities are actively
being sought after by all agencies.
Mayor Weaver invited public comment regarding questions and solutions pertaining to public
safety within the jurisdictional limits of the City of Redding.
The following requested to speak: James Crockett, Vint Stevenson, Vernon Lee Price, Peter
Rogers, Michael Sullivan, Anje Walfoort, Christy Largent, Rob McDonald, Murray Blake,
Peter Alexander, John Dixon, John Bruno, Doug McMullin, Elizabeth Cifu Shuster, Ken
Taylor, and Nick Gardner.
Mayor Weaver read the yellow comment cards along with emails received prior to the
workshop.
A discussion amongst the Council ensued.
The City Council thanked the community for their attendance, productive suggestions, and
solutions.

There being no further business, Mayor Weaver declared the meeting adjourned at the hour of
6:47 p.m.
