The meeting was called to order by Mayor Brent Weaver with the following Council Members
present: Adam McElvain, Kristen Schreder, Francie Sullivan, and Julie Winter.
Also present were: Interim City Manager Barry Tippin, City Attorney Barry E. DeWalt,
Personnel Director Sheri DeMaagd, Deputy City Manager Greg Clark, City Clerk
Pamela Mize, and Executive Assistant Sharlene Tipton.
The Interim City Manager introduced Department Directors that were in attendance:
Public Works Director Brian Crane, Fire Chief Gerry Gray, Finance Director Dennice
Maxwell, Community Services Director Kimberly Niemer, Police Chief Robert Paoletti,
Information Technology Director Tony Van Boekel, City Treasurer Allyn Feci Van Hooser,
and Development Services Director Larry Vaupel.
The Pledge of Allegiance to the Flag was led by Lisa Jeter.
The Invocation was provided by Jen McCloskey, Redding Fire and Police Departments
Chaplain.
PRESENTATIONS
2A. Mayor's Proclamation, incorporated herein by reference, presented to Angie Mellis,
Program Manager for the Crime Victims Assistance Center, Shasta County District
Attorney's Office, declaring June 15, 2017, as Elder Abuse Awareness Day in the City
of Redding.

of the Heritage Plaza Phase 1 and 2 Board of Directors' donation of Redding Aquatic

4.2(a). Approve Funding Agreement (C-1336) with the Superior California Economic
Development District (SCEDD) for Fiscal Year 2017-18 for economic development
planning and business development services and authorize payment to SCEDD in the
amount of$14,002 for Fiscal Year 2017-18 activities.

4.5(a). Authorize the following relative to Bid Schedule No.4891 for furnishing electric utility
trench and excavation work: (1) award to Iron Mountain General Engineering, Inc., at
the bid unit prices during the period June 1, 2017, to May 31, 2018; (2) adopt
Resolution No. 2017-041, a resolution of the City Council of the City of Redding
approving and adopting the 76th Amendment to City Budget Resolution No. 2015-057
appropriating $239,630 to move personnel savings from general distribution activities
to general system improvements for Fiscal Year 2016-17;and(3)if mutually agreeable,
with all prices,terms,and conditions remaining the same,the contract may be extended
for two additional one-year periods.

4.10(a).Approve setting a public hearing for 6 p.m. on June 20, 2017, in the City Council
Chambers located at 777 Cypress Avenue, Redding, California, 96001, to consider
adjustments to the City's Schedule of Fees and Service Charges.

4.11(a).Accept Federal Highway Safety Improvement Program funds for pedestrian safety
improvements along Churn Creek Road and Maraglia Street; and adopt Resolution No.
2017-042, a resolution of the City Council of the City of Redding approving and
adopting the 75th Amendment to City Budget Resolution No. 2015-057 appropriating
$1,599,300 for Fiscal Year 2016-17.

4.11(b).Authorize the following for Keswick Dam Road Emergency Road Repairs (C-7096):
(1)amend the construction contract by$85,184,bringing the new total to$335,184; (2)
authorize the City Manager to accept federal-aid reimbursement due to the declared
emergency from storm damage; and (3) accept the work, awarded to RTA
Construction, Inc., as satisfactorily complete, with a total estimated project cost of
$450,000.

4.11(e).Approve the Restaurant Lease Agreement and Permit for Commercial Activities (C-
3078)with Peter Chu for the operation of Peter Chu's SkyRoom at Redding Municipal
Airport for the period October 1, 2017, through September 30, 2022, at a monthly rate
of$3,000 plus a percentage of gross receipts.

4.11(f).Approve License Agreements with the Experimental Aircraft Association (C-3100)
and Benton Air Center, Inc. (C-2216), to hold Aviation Day 2017 at Benton Airpark

4.11(g).Accept Bid Schedule No. 4786 (Job No. 2468), Mistletoe Area Sewer Replacement
Project, awarded to Cox & Cox Construction Inc. as satisfactorily complete. The final

9A. Appoint Barry Tippin as City Manager of the City of Redding and Consideration of
Employment Agreement

Personnel Director DeMaagd provided an overview of the Report to Redding City
Council (staff report), incorporated herein by reference.
The following spoke in opposition: Lisa Jeter, Dr. Christy Mathews, Jeff Zeller,
Bob Reitenbach, and Greg Washburn.
A discussion amongst the Council ensued.
A MOTION WAS MADE by Council Member Schreder, seconded by Council
Member Sullivan, to: (1) appoint Barry Tippin as the City Manager of the City of
Redding; and (2) authorize the Mayor to execute the Employment Agreement at an
annual salary of$210,000 with the removal of the 10 percent buffer between the salary
of the City Manager and that of the highest paid employee of the City of Redding
supervised by the City Manager.

9.2(b). Oral Presentation regarding the Status of the City's Affordable Housing Funds

reference including the Redding Housing Authority and Housing and Community
Development.

9.14(a).Ordinance - Establishing Trespass Upon Failure to Depart After Lawful Demand of
Owner

A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member Schreder, to:(1) offer Ordinance No. 2573, an ordinance of the City Council
of the City of Redding amending Redding Municipal Code Title 10 (Public Peace,
Morals and Welfare),by adding Chapter 10.41 (Trespass)for first reading by title only,
waive the full reading;and(2)authorize the City Clerk to publish a summary ordinance,
all relating to the prohibition of trespass upon private property.

9.15(a).Resolution - Approving Exception to the California Public Employees' Retirement
System (CalPers) 180-Day Wait Period With Regard to the Rehiring of Retired
Assistant City Clerk Teresa Rudolph

A MOTION WAS MADE by Council Member Schreder, seconded by Council
Member Winter, to: (1) adopt Resolution No. 2017-043, a resolution of the City
Council of the City of Redding approving an exception to the 180-day wait period for
public agencies set by CalPers as required by the California Public Employees'Pension
Reform Act of 2013; and granting the City Manager authority to execute the necessary
hiring documentation, effective June 7, 2017, thereby allowing retiring Assistant City
Clerk Teresa Rudolph to be rehired as an annuitant to assist with special projects and
provide extra help as needed related to: (a) completion of pending City land
transactions, and (b)updating specific ordinances for the City Clerk's Office.

Bob Reitenbach, Greg Washburn, Dennis Chilton, Naomi Shine, and Jim Mathes.

David Ledger and John Livingston provided a PowerPoint presentation, incorporated herein
by reference, relative to the lack of enforcement of the City of Redding Tree Ordinance
(Ordinance No. 2369) for large developers.

Dan Greaney (Wintu Audubon Society) and Doug Mandel (Native Plants Society) asked the
Council to strengthen the City's tree ordinance or at least enforce what is in place.

Russ Wade thanked the Mayor for encouraging fitness within the Community,and opined that
being aware of climate change is important.

In response to Dale Ball's request to present the City Council with recall notices for City
Council Members Francie Sullivan and Kristen Schreder,the City Attorney suggested he serve
the legal documents to the Council Members prior to Closed Session.

Shasta County Guardian Angels Chapter President Patrick Carpenter challenged the
community to dare to care and walk with them and joint their chapter.
POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS

At Mayor Weaver and Vice Mayor Schreder's suggestion, the Council directed the City
Manager to return to the Council within 90 to 120 days and present six- and 12-month action
plans for City goals and objectives including ways to measure success.

At Council Member McElvain's suggestion, the City Council agreed to agendize a closed
session item to discuss unrepresented City of Redding employees' compensation (Director
and Executive Compensation).
