The meeting was called to order by Mayor Brent Weaver with the following Council Members
present: Adam McElvain, Kristen Schreder, Francie Sullivan, and Julie Winter.
IIAlso present were: City Manager Kurt Starman, City Attorney Barry E. DeWalt, Assistant
City Manager/Electric Utility Director Barry Tippin, Public Works Director Brian Crane,
Development Services Director Larry Vaupel, Deputy City Manager Greg Clark,
City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton.
The City Manager introduced Department Directors that were in attendance:
Personnel Director Sheri DeMaagd, Fire Chief Gerry Gray, Finance Director
Dennice Maxwell, Community Services Director Kimberly Niemer, Police Chief Robert
Paoletti, Information Technology Director Tony Van Boekel, and City Treasurer Allyn Feci
Van Hooser.
The Pledge of Allegiance to the Flag was led by Cory McCandliss.
The Invocation was provided by Lynn Fritz, Native American Tradition as a Karuk Tribal
Descendant/Shasta County Interfaith Forum Chair.

2F. Presentation Recognizing the City of Redding's 2016 Design Award Winners

Development Services Director Vaupel provided a PowerPoint presentation,
incorporated herein by reference, recognizing the City of Redding's 2016 Design
Award Winners: (1)New Multiple Family Project or Mixed Use—White Building; (2)
New Single-Family Residential — Pioneer Park Home by K2 Development; and (3)
New Commercial/Office/Industrial/Institutional — Moore's Flour Mill.

setting forth the requirements for the attachment of small cell mobile network
technology to the City's light or utility poles; authorize the Mayor to execute the
Agreement; and authorize the Director of the Redding Electric Utility to sign each Site
Supplement Agreement.

4.2(b).Adopt Resolution No.2017-029,a resolution of the City Council of the City of Redding
declaring the property located at 1128 Gold Street surplus, subject to the retention of
any easements deemed necessary for utility service.

4.4(a). Authorize the Mayor to execute an amendment to contract (C-5873) with West Coast
Code Consultants in an amount not to exceed $350,000 to provide plan review and
inspection services.

4.4(b). Approve Economic Development Incentive Agreement with Bullert Industrial Electric,
Inc. (C-7193), and authorize the City Manager (or his designee) to execute the
Agreement in the sum of $3,800 per full-time employee, or $38,000 for 10 (ten) full-

4.11(a).Authorize the following action relative to Bid Schedule No. 4860 (Job No. 2491),
Bechelli Lane, Boneset Street, Manzanita Lane, and Locust Street Sewer Replacement
Project: (1) award to Site Work Solutions in the amount of$483,390.47;
(2) approve an additional $50,000 to cover the cost of administration and inspection
fees; (3) approve $65,000 to provide construction contingency funding; and
(4) authorize the City Manager to approve additional increases in either the
construction management or construction contingency amounts up to a total of$10,000,
for a total of$608,390.47.

4.11(b).Authorize the following action relative to Bid Schedule No.4881 (Job No.2398),Clear
Creek Wastewater Treatment Plant Biosolids Drain Line: (1) award to Cushman
Contracting Corporation in the amount of$142,105; (2) approve an additional $40,000
to cover the cost of administration and inspection fees; (3) approve $20,000 to provide
construction contingency funding; and (4) authorize the City Manager to approve
additional increases in either the construction management or construction contingency
amounts up to a total of$10,000, for a total of$212,105.

4.11(c).Adopt Resolution No. 2017-031, a resolution of the City Council of the City of
Redding supporting the Association of California Water Agencies' Policy Statement
regarding Bay-Delta Flow Requirements.

(C-3386)between the City of Redding and the Tribal Council of the Redding Rancheria

The hour of 6:00 p.m. having arrived, Mayor Weaver opened the public hearing to
consider the Memorandum of Understanding forming the Enterprise-Anderson
Groundwater Sustainability Agency.
The Affidavit of Publication — Notice of Public Hearing is on file in the Office of the
City Clerk.
Mayor Weaver determined that no one present wished to address this matter and closed
the public hearing.

A MOTION WAS MADE by Council Member Schreder, seconded by Council
Member Winter,to adopt Resolution No. 2017-032, a resolution of the City Council of
the City of Redding authorizing the Mayor to execute the Memorandum of
Understanding(C-7194)forming the Enterprise-Anderson Groundwater Sustainability
Agency.

6.2. Public Hearing - Regarding Rezoning Application (RZ-2017-00226), initiated by the
City of Redding, to consider amending Redding Municipal Code (RMC) Title 18
(Zoning), for compliance with recent amendments to California Government Code
Section 65852.2 regarding accessory dwelling units.

Planning Manager Paul Hellman provided an overview of the Report to Redding City
Council(staff report)and provided a PowerPoint presentation,both incorporated herein

consider amending RMC Title 18 (Zoning) for compliance with recent amendments to
California Government Code Section 65852.2 regarding accessory dwelling units.

Member McElvain,to: (1)adopt the Addendum to the Zoning Code Mitigated Negative
Declaration; (2) offer for first reading by title only and waive the full reading of
Ordinance No.2572, an ordinance of the City Council of the City of Redding amending
Redding Municipal Code (RMC)Title 18, Zoning, Chapter 18.15 (Zoning Exceptions)
by amending Section 18.15.030 (Standards for which exceptions may be considered),
Chapter 18.31 (Residential Districts: "RE" Residential Estate, "RS" Residential Single
Family,and "RM" Residential Multiple Family),by amending Section 18.31.020(Land
use regulations),Schedule 18.31.020-A(Use regulations—other"residential"districts),
Chapter 18.41 (Off-Street Parking and Loading), by amending Section 18.41.040
(Parking spaces required), Chapter 18.43 (Standards For Specific Land Uses), by
amending Section 18.43.140 (Second dwellings), and Chapter 18.60 (Use

A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member Winter, to schedule a 10-minute presentation at the May 2, 2017, Council
meeting to learn more about Council Member McElvain's idea to facilitate high-speed
internet service in Downtown Redding.

9.1(a). Finding Related to the Construction of the Redding Soccer Park

A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member McElvain, to approve a finding that the General Fund has met its obligation
and does not owe the Park Development Fund $566,938 related to the construction of
the Redding Soccer Park. The Vote: Unanimous Ayes.
9.1(b). Offer from Bethel Church to fund Neighborhood Police Unit Program for Fiscal Year
2017-18 and Fiscal Year 2018-19

Council Member Winter recused herself from voting on this item due to her leadership
involvement with Bethel Church.
City Manager Starman summarized the Report to Redding City Council (staff report),

Kris Vallotton, Cory McCandliss, and Matt Morgan spoke in support of the City
accepting the donation from Bethel Church.
Rob Belgeri spoke in opposition.

A MOTION WAS MADE by Council Member McElvain, seconded by Council
Member Sullivan, to accept offer from Bethel Church to donate $500,000 to the City
of Redding and raise an additional $740,000 to fund the Neighborhood Police Unit
Program for Fiscal Year 2017-18 and Fiscal Year 2018-19.

A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member Schreder, to: (1) approve the outlines for the following programs: (a) Low-
income Energy Efficiency Improvements, (b) Shade Trees, (c) Transportation
Electrification, (d) LED Streetlight Upgrades, and (e) Non-motorized Transportation;
(2)adopt Resolution 2017-033, a resolution of the City Council of the City of Redding
approving and adopting the 70th Amendment to City Budget Resolution No. 2015-057
appropriating funds in the amount of$6.5 million in proceeds received from the sale of
California carbon allowances; and (3) authorize the City Manager, or his designee, to
approve Program specifics, make minor Program modifications and funding
adjustments between Programs.

9.5(c). Update Regarding Compliance Testing of the Natural Gas Pipeline to the Redding
Power Plant

Redding Electric Utility Director Tippin provided an overview of the Report to
Redding City Council (staff report).
Mr. Tippin stated that the latest information to-date includes expended funds in the
amount of$747,758.00,with an expected target amount of$1.5 million for completion,
this amount includes the additional required testing which may not occur until June.
A MOTION WAS MADE by Council Member Sullivan,seconded by Mayor Weaver,
to accept the project update on the compliance testing of the Redding Power Plant's
natural gas pipeline. The Vote: Unanimous Ayes.
9.14(a).Consideration of Options Available to the City Council Regarding the Council's Role
in the Appeals Process of Planning Commission Decisions Concerning Property
Variance Applications

Meeting with a status update relative to the K2 Development Project in Downtown Redding.

At Mayor Weaver's request, the Council agreed to agendize an update relative to the
completion of the Mayor's Mountain Bike Challenge at the first Council meeting in June.
