AN UNCODIFIED ORDINANCE OF THE CITY OF REDDING
SUSPENDING THE OPERATION OF REDDING MUNICIPAL
CODE SECTION 2.04.120 FOR A PERIOD OF SIX MONTHS AND
ESTABLISHING AN ORDER OF BUSINESS IN ORDER TO
FACILITATE PUBLIC COMMENT ON NON-AGENDA ITEMS
THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS
FOLLOWS:
Section 1. Order of Business of the City Council Meetings.
Promptly at the hour set by law on the day of the regular meeting, the members of the
City Council, the City Clerk, the City Attorney and the City Manager shall take their
regular stations in the Council Chambers, and the business of the City Council shall be
taken up for consideration and disposition in the following order, except as may be
otherwise ordered by the Mayor or City Council:
A. Pledge of allegiance to the flag of the United States of America;
B. Invocation;
C. Roll call;
D. Introduction of city council meeting participants;
E. Proclamations, awards, commendations and special presentations;
F. Non-Agenda public comment, if any, for a period of time not to exceed thirty (30) C'
minutes.
G. Consent calendar, including approval of minutes of previous meetings, payroll,
warrant register, action on claims, transfers of funds, and other items as deemed
appropriate;
H. Written communications;
I. Public hearings, petitions and protests;
J. Reports and communications of departments, boards, commissions and
committees;
K. Appointments and actions on pending federal, state, or county legislation;
L. Reports and communications of officers, boards and committees;
M. Non-agenda public comment, if any remain;
N. AB 1234 reimbursement report;
O. Closed session items;
P. Reportable actions from closed session; and
Q. Adjournment
Section 2. This uncodified ordinance shall have no further force or effect six months
after its effective date, and the order of meetings shall thereafter be governed by section
2.04.120 of the Redding Municipal Code. During the pendency of this ordinance, the
operation of Redding Municipal Code section 2.04.120 is suspended, and the order of
business shall be governed as set forth herein.
Section 3. Severability. If any section, subsection, subdivision, paragraph, sentence,
clause or phrase of this Ordinance, or its application to any person or circumstance, is for
any reason held to be invalid or unenforceable, such invalidity or unenforceability shall
not affect the validity or enforceability of the remaining sections, subsections,
subdivisions, paragraphs, sentences, clauses or phrases of this Ordinance, or its
application to any person or circumstance. The City Council of the City of Redding
hereby declares that it would have adopted each section, subsection subdivision
paragraph, sentence, clause or phrase hereof, irrespective of the fact that any one or more
other sections, subsections subdivisions paragraphs, sentences, clauses or phrases hereof
be declared invalid or unenforceable.
Section 4. The City of Redding finds that this Ordinance is not a "project"
according to the definition set forth in the California Environmental Quality Act
("CEQA"), and, pursuant to CEQA Guidelines sections 15060(c)(2) (the activity
will not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15061(b)(3) (there is no possibility the activity in question may
have a significant effect on the environment), the adoption of this ordinance is
therefore not subject to the provisions requiring environmental review.
I HEREBY CERTIFY that the foregoing ordinance was introduced and read by the
City Council of the City of Redding at a regular meeting on the 5th day of
December, 2017, and was duly read and adopted at a regular meeting on the 19th
day of December, 2017, by the following vote:
