A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING AND ESTABLISHING THE FIRE FACILITIES,
CITYWIDE TRANSPORTATION DEVELOPMENT, WATER SYSTEM,
AND WASTEWATER SYSTEM IMPACT FEES
WHEREAS, City staff, as directed by City Council, is undertaking an update of the Fire
Facilities, Citywide Transportation Development, Water System, and Wastewater System Impact
Fees; and
WHEREAS, the update was heard by City Council on December 5, 2017, and Council approved
the first reading of an ordinance amending Redding Municipal Code Title 16 (Buildings and
Construction), Chapter 16.20.150 (Fire Facilities Impact Fees), Section 16.20.160 (Citywide
Transportation Development Impact Fee), Section 16.20.190 (Water System Impact Fees), and
Section 16.20.200 (Wastewater System Impact Fees) authorizing establishment of these impact
fees by resolution of the City Council; and
WHEREAS, City Council desires to establish a schedule of facility impact fees sufficient to
adequately finance public facilities needed to mitigate the impacts caused by future development
in the City and to ensure that new development pays its fair share, and only its fair share, of the
costs associated with mitigating those impacts; and
WHEREAS, the Development Impact Mitigation Fee Nexus Study dated December 5, 2017,
provides the information necessary to adopt required findings in compliance with the State of
California's Mitigation Fee Act (Government Code 66000 et seq.) to update the impact fee
programs under consideration; and
WHEREAS, City Council has considered the information in the Development Impact Mitigation
Fee Nexus Study dated December 5, 2017, the information, documents, and data upon which the
Development Impact Fee Nexus Study dated December 5, 2017, was based, and the information
provided in the staff report and staff presentation and by those testifying at the public hearing on
this matter; and
WHEREAS, Redding Municipal Code Section 16.20.050 allows for an automatic inflationary
adjustment on July 1st of each year unless specifically modified by resolution of the City
Council;
NOW THEREFORE, BE IT RESOLVED THAT:
1. The City Council of the City of Redding finds that the recitals set forth above are true and
correct.
2. The Development Impact Mitigation Fee Nexus Study dated December 5, 2017, is hereby
adopted and incorporated by reference into this Resolution.
3. The public interest is best met by establishing the following fee schedules based on the
findings and determination of the Development Impact Mitigation Fee Nexus Study dated
December 5, 2017:
a. Fire Facilities Impact Fee Schedule. Fees shall be set forth as follows:
i. Single Family: nine hundred and nine dollars
ii. Multiple Family (2 to 4 units) — Base fee is per dwelling unit: seven hundred
and eighty two dollars
iii. Multiple Family (5 units and above) — Base fee is per dwelling unit: six
hundred and fifteen dollars
iv. Commercial - Fee is per one thousand square feet: six hundred and twenty
eight dollars
v. Office — Fee is per one thousand square feet: nine hundred and twenty nine
dollars
vi. Industrial— Fee is per one thousand square feet: five hundred and two dollars
b. Transportation Development Impact Fee Schedule. The base fee shall be based on an
equivalent dwelling. The City Council shall establish by resolution a detailed fee
schedule that identifies specific uses and groups of uses and assigns fees in
accordance with the projected traffic impacts associated with those uses. The base
fee per equivalent dwelling unit is five thousand seven hundred and eighty two
dollars.
c. Water System Impact Fee Schedule. The base fee shall be based on household
equivalents. Section 16.20.190 of the Redding Municipal Code establishes a schedule
of household equivalent ratios based on water meter size. The fee per household
equivalent is four thousand three hundred dollars.
d. Wastewater Impact Fee Schedule. The base fee shall be based on household
equivalents. Section 16.20.200 of the Redding Municipal Code establishes a schedule
of household equivalent ratios based on water meter size. The fee per household
equivalent is five thousand one hundred dollars.
4. Based on all the information contained in the Development Impact Mitigation Fee Nexus
Study dated December 5, 2017, the information contained in the City staff report associated
with introduction of this Resolution, and all information presented at the public hearing
associated with introduction of this Resolution, the Redding City Council makes the
following findings:
a. The purpose of the fees has been described and identified.
b. The use of fee revenues has been described and identified.
c. There is a reasonable relationship between the fee's use and the type of development
paying the fee.
d. There is a reasonable relationship between the need for the fee and type of
development paying the fees.
e. There is a reasonable relationship between the amount of the fee and cost of the
facility attributable to development paying the fee.
5. The impact fees established with this Resolution shall be adjusted for inflation annually in
accordance with Section 16.20.050 of the Redding Municipal Code.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the Redding City Council on the 5th day of December, 2017, by the following vote:
