AN-1-04 AND CAMPO CALLE AREA — WEST RIDGE MASTER PLAN WHEREAS, the City of Redding desires to initiate proceedings pursuant to the Cortese- Knox-Hertsberg Government Reorganization Act of 2000, commencing with Section 56000 of the California Government Code, for a reorganization that would concurrently attach territory to the City of Redding, detach territory from County Service Area No. 15 — Street Lighting, and detach territory from County Service Area No. 1 —Fire Protection; and WHEREAS, the following agencies would be affected by the proposed jurisdictional changes: Agency Nature of Change City of Redding Annexation County Service Area No. 15 —Street Lighting Detachment County Service Area No. 1 —Fire Protection Detachment WHEREAS, the territory proposed to be reorganized is inhabited, and a map and description of the boundaries of the territory are attached hereto and by this reference incorporated herein; and WHEREAS, it is desired that the proposed reorganization be subject to the following terms or conditions: Prior to final map recordation of West Ridge II Subdivision, an emergency access gate shall be installed at the jurisdictional boundary and terminus of proposed Road "B;" the east-west street serving the southerly parcels of the West Ridge II Subdivision; and WHEREAS, the principal reason for the proposed reorganization is to provide access and utility service to future residential development; and WHEREAS, the proposal is consistent with the adopted spheres of influence for all agencies which would be affected by reorganization; and WHEREAS, a written notice of Council's intent to adopt a resolution to initiate reorganization proceedings was previously mailed to each interested agency and each subject agency 20 days prior to adoption of City Council Resolution 2009-156; and WHEREAS, the City Council, at the conclusion of its June 19, 2007, hearing, adopted City Council Resolution No. 2007-120, certifying FEIR-2-03 and adopting the Mitigation Monitoring Program. Notice of that hearing included a letter to all public agencies and persons that submitted comments on the DEIR and to all property owners within 1,000 feet from the project boundary and publication in the Record Searchlight; and WHEREAS, the City Council, at the conclusion of its June 19, 2007, hearing adopted City Council Resolution No. 2007-121, a resolution requesting the Local Agency Formation Commission (LAFCo) to initiate proceedings for reorganization of territory (approximately 75 acres) for Annexation No. AN-1-04 (West Ridge Master Plan-Greenview and Campo Calle areas) and detachment of County Service Area No. 15 - Street Lighting and County Service Area No. 1 - Fire Protection generally located east of Placer Road, northeast of Power Line Road, and west of Canyon Creek Road terminus at Blazingwood Drive; and deferred action on Annexation AN-3-04 (Power Line Road) for 180 days; and WHEREAS, the City Council, at the conclusion of its January 20, 2009, hearing, adopted City Council Resolution No. 2009-01, rescinding and setting aside action taken in June 2007 pertaining to the certification of the Final Environmental Impact Report EIR-2-03, the endorsement of Annexation Application AN-1-04; approval of General Plan Amendment Applications GPA-7-03 and GPA-3-04; approval of Rezoning Application RZ-11-03; approval of Tentative Subdivision Map Applications S-4-04 and S-19-03; and the park fee credit agreement for the West Ridge project; and WHEREAS, FEIR-2-03 has been revised pursuant to the court order issued in Friends of Canyon Creek v. Greenview Development, et al; and WHEREAS, the Revised Final EIR was certified as complying with the requirements of the California Environmental Quality Act on July 21, 2009; and WHEREAS, the City Council at conclusion of its July 21, 2009, hearing adopted City Council Resolution No. 2009-156, a resolution requesting the Local Agency Formation Commission (LAFCo) to initiate proceedings for reorganization of territory (approximately 75 acres) for Annexation No. AN-1-04 (West Ridge Master Plan-Greenview and Camp Calle areas) and detachment of County Service Area No. 15 - Street Lighting and County Service Area No. 1 - Fire Protection generally located east of Placer Road, northeast of Power Line Road, and west of Canyon Creek Road terminus at Blazingwood Drive; NOW, THEREFORE, IT IS RESOLVED that the City Council of the City of Redding hereby affirms the request that Local Agency Formation Commission of Shasta County initiate proceedings for the reorganization of territory as authorized and in the manner provided by the Cortese-Knox-Hertsberg Government Reorganization Act of 2000, namely 60 acres generally located easterly of Placer Road and northeasterly of Powerline Road (Annexation Nos. AN-1-04 and Campo Calle Area—West Ridge Master Plan).
