A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO
EXECUTE AND SUBMIT AN APPLICATION TO THE CALIFORNIA
STATE DEPARTMENT OF FINANCE FOR FUNDING UNDER THE
COMMUNITY-BASED TRANSITIONAL HOUSING PROGRAM; AND, IF
SELECTED, THE EXECUTION OF A STANDARD AGREEMENT, ANY
AMENDMENTS THERETO, AND ANY RELATED DOCUMENTS
NECESSARY TO PARTICIPATE IN THE COMMUNITY-BASED
TRANSITIONAL HOUSING PROGRAM
WHEREAS, the State of California acknowledges the need to increase the supply of
transitional housing for ex-offenders with community-based services; and
WHEREAS, the State of California Department of Finance (DOF) has authority to seek
grant applications and administer the Community-Based Transitional Housing(CBTH) Program
under the State of California 2016 Budget Act and subsequent Senate Bill 837 and Section 19 of
Assembly Bill 111 (Committee on Budget); and
WHEREAS, FaithWORKS Community Coalition, Inc. (FaithWORKS) provides
transitional housing with supportive services under its current use permit for Francis Court and
House of Cornelius, with no specified end date, to its families of whom are, for the most part,
comprised of ex-offender adults with children; and
WHEREAS, FaithWORKS has site control and a Site Development Permit, SDP-2015-
00619 for 1914, 1934, 1938, 1944, 1954 and 1964 Linden Avenue (Linden Properties), to develop
eight (8) transitional housing units for families, the Site Development Permit specifically states
the project is a transitional housing development that has no specified end date, as provided
through the City of Redding Planning Department; and
WHEREAS, the City of Redding has committed $440,000 in pre-development and
infrastructure improvements to FaithWORKS for the Linden Properties; and C,
WHEREAS, the City of Redding, a municipal corporation and general law city, wishes `J
to apply jointly with FaithWORKS for CBTH Program funds in the amount of$2,000,000;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES C
HEREBY RESOLVE THAT:
1. The City of Redding shall submit to the State of California DOF an application to
participate in the CBTH Program in response to the NOFA issued in June 2016, that will
request a funding allocation for the following activities:
a. Service related expenses for FaithWORKS in the amount of $800,000 to
assist with their statutorily specified costs associated with Francis Court,the
House of Cornelius and future development of its FaithWORKS III facility
including but not limited to direct client supportive service costs,
administration costs, capital improvements for current and future facilities
that enhance security, safety, education, community outreach and
communications; to fund ongoing transitional housing services for no less
than 10 years, and
b. Discretionary law enforcement services in the amount of $1,200,000, to
assist in efforts to enhance public safety in the vicinity of the facility for
which program funding is provided and any other community based
activities that the City Council believes will continue to improve
community relations regarding FaithWORKS's facilities for which program
funding is provided.
2. If the application for funding is approved, the City of Redding hereby agrees to use the
CBTH Program funds for eligible activities in the manner presented in the application as
approved by the State of California DOF and in accordance with program regulations cited
above. It also may execute any and all other instruments necessary or required by the
State of California DOF for participation in the CBTH Program.
3. The City Council of the City of Redding authorizes the City Manager, or his designee, to
execute in the name of the City of Redding, the application, the Standard Agreement, and
all other documents required by the State of California DOF for participation in the CBTH
Program, and any amendments thereto.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting
of the City Council of the City of Redding on the 7th day of November,2017, and was duly adopted
at said meeting by the following vote:
