REDDING
CALirouNIAA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING COMMENDING GREGORY S.CLARK FOR
OUTSTANDING DEDICATED SERVICE TO THE CITY OF REDDING
WHEREAS,Gregory S. Clark began his career with the City of Redding on September 24,2007,
and served as the Assistant to the City Manager; the Deputy City Manager and the Executive Director of
the Redding Housing Authority;and
WHEREAS, Mr. Clark has effectively and expertly managed the direction, organization, and
operation of the assigned City of Redding's departments;and
WHEREAS, Mr. Clark provided exceptional leadership in his many roles, most notably as the
Deputy City Manager,and was instrumental in accomplishing the following:
• Managed the City of Redding Housing Authority (RHA) where he improved the division's
efficiency and effectiveness. Initiated changes to RHA policy that benefitted low-income and
homeless families by successfully securing housing vouchers through Qualified Referral Agencies;
• Worked with staff to creatively use limited affordable housing funds from various sources to add
more affordable housing to low-income families such as The Woodlands and Parkview
Neighborhoods;
• Assumed oversight of the Purchasing Division in January of 2016,and effectively improved internal
relations and assisted in the creation of educational materials for City staff;
• Negotiated a five-year contract with Haven Humane to manage animal regulation and licensing at
no increased cost to the City;
• Negotiated a five-year contract with Shasta Cascade Wonderland Association to operate the
Convention and Visitors Bureau which has resulted in increased tourism revenue;
• Served as Superior California Economic Development President and member of the Loan
Committee;
• Served as the City's lead representative working with Turtle Bay Exploration Park in the successful
effort to construct the Sheraton Hotel;
• Served as Legislative Liaison for the City and was the City's lead for development of legislation to
name a section of Highway 44 after Dick Dickerson;
• Took active roles in the City's Drought Task Force and in designing and launching the City's
redesigned website;
• Worked tirelessly with multiple Mayors to produce successful State of the City presentations;and
WHEREAS,Gregory S. Clark has performed his duties with pride, integrity,and accountability,
always looking out for the welfare of the organization.
NOW,THEREFORE,BE IT RESOLVED that the City Council of the City of Redding hereby
expresses its deep appreciation to Gregory S.Clark for his dedication and the many contributions he has
made to the City of Redding and its citizens,and wishes him future success and happiness as he retires from
public service.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting of the
Redding City Council of the City of Redding on the 7'h day of November 2017,and was duly adopted at
said meeting by the following vote:
AYES: Council Members- McElvain,Schreder,Sullivan,Winter,and Weaver
NOES: Council Members- None
ABSTAIN: Council Members- None
