A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
REVISING COUNCIL POLICY 1409 REGARDING LITTER
ABATEMENT IN THE CITY OF REDDING
WHEREAS, on June 16, 1998, the Redding City Council approved Council Policy 1409
regarding Use of Litter Abatement Funds in the City of Redding; and
WHEREAS, Council Policy 1409 directed Solid Waste Utility funds to be used for
various garbage cleanup activities within the City of Redding; and
WHEREAS, in recent years the City has experienced an increase in illegal disposal and
related illegal camping that spotlights the need for more aggressive cleanup and pre-emptive
measures; and
WHEREAS, staff proposed revisions to the Council Policy 1409 including direction for
the Solid Waste Utility to develop, implement and manage a Litter Abatement Program that
includes reactive and proactive measures to better ensure collection and processing of garbage
in our public rights of way and open space areas;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Redding
that revised City Council Policy 1409, entitled "Litter Abatement Program," be adopted in the
form attached hereto.

BACKGROUND
The Solid Waste Utility is fundamentally responsible for and manages the activities associated with the
collection and processing of garbage generated in the community including, but not limited to, that
portion that ends up in our public right-of-way and open space areas. The public right-of-way and
open space related activities have traditionally included, but are not limited to:
• Street Sweeping
• Community Cleanup Transfer Station Voucher Program
• Adopt a Street and Block Programs
• Redding Police Department Managed Illegal Dumping and Camping Cleanup Efforts
• Various Community Cleanup Efforts
• Code Enforcement funding associated with litter abatement and illegal dumping.
In recent years the City has experienced an increase in illegal disposal and related illegal camping that
spotlights the need for not only more aggressive cleanup but also preemptive measures including, but
not limited to:
• Limiting access to more remote portions of public open space areas.
• Signage and other similar measures to ensure the public is aware of regulation associated with
the illegal disposal and related activities.
• Vegetation management to open lines of sight into and within the open space areas that will
discourage and improve enforcement of activities associated with illegal disposal.
The spreading of litter, illegal dumping of trash, and related illegal camping in the community is a public
health, regulatory, and community pride concern. There are impacts of these activities on the visual
attributes of our City and its public spaces. In addition, certain types of trash that is illegally disposed
of has created health and safety concerns for the public using these public right-of-ways and open
spaces. Finally, the trash that ends up in sensitive environmental spaces puts the City at risk with the
various regulatory agencies charged with managing and regulating uses impacting water quality,
endangered/threatened species, and more.
It is appropriate that the Solid Waste Utility continue with its traditional reactive counter measures
(cleanup and enforcement) to this community problem and supplement with more pre-emptive
measures (vegetation management, access control, etc.) to minimize garbage concerns in our public
right-of-ways and open space areas.
PURPOSE
Keeping Redding clean and compliant requires a continuous and sustained effort on the part of the
community. To that end, the City Council created a Litter Abatement Program within the Solid Waste
Utility and continues to adjust it as increased related demands surface. The purpose of the program is
to support:

• Community pride and public health through a proactive public space litter abatement program.
• Community pride and public health through encouraging and supporting private property litter
abatement activities and provide related enforcement, as necessary.
POLICY
The Solid Waste Utility will develop, implement, and manage an effective Litter Abatement Program that
will include, but not necessarily be limited to, the following activities:
• Public Right-of-Way:
o Street Sweeping
o Adopt-a-Street and Block Programs
o Various Community Cleanup Efforts
o Code Enforcement
• Public Areas—Open Space and More
o Community Cleanup Program
o Vegetation Management Related to Community Cleanup
o Managing Access to Sensitive Areas
o Code Enforcement
• Private Property
o Support of Community Volunteer Cleanup Programs
o Code Enforcement
PROCEDURE
The Solid Waste Utility, in coordination with the Redding Police Department, Development Services —
Code Enforcement Division, and Community Services — Parks Division, will manage litter abatement in
the City by:
• Program - Develop, implement and manage a Littler Abatement Program consistent with this
policy.
• Budget— Prepare and process a bi-annual Budget, approved through Council, incorporating the
Litter Abatement Program.
Reporting— Report to Council annually on the effectiveness of the Litter Abatement Program.
