AN ORDINANCE OF THE CITY OF REDDING ADOPTING THE
NEGATIVE DECLARATION AND REZONING OF THE LOWDEN
REDDING PARTNERS PROPERTY (APN# 107-460-003, 107-460-015,
107-460-026 & 107-420-050) CONSISTING OF 6.4 ACRES LOCATED AT
2953 AND 3011 LOWDEN LANE, 415 HARTNELL AVENUE,AND 2956
BECHELLI LANE (RZ-2017-00173)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF REDDING AS FOLLOWS:
Section 1. Finding of fact: The City finds and declares as follows:
A. The Zoning Map of the City of Redding is incorporated in and made part of the Redding
Municipal Code Title 18, known as the City of Redding Zoning Ordinance.
B. The Planning Commission held a duly noticed public hearing pertaining to the
amendments to the Zoning Map on May 23, 2017 (RZ-2017-00173), and recommended
that the City Council adopt the Negative Declaration prepared for the City of Redding
Zoning Map and the attached amendments to the Zoning Map pertaining thereto.
C. The City Council held a duly noticed public hearing on June 20, 2017, prior to the first
reading of the ordinance.
D. The proposed amendments to the Zoning Map are consistent with the General Plan and
any applicable specific plan.
E. Adoption of this ordinance will not impact the welfare of the citizens of Redding and its
surrounding region.
Section 2. On the basis of the initial study for Rezoning Application RZ-2017-00173 prepared
by the Development Services Department, the City Council finds that the subject rezoning will not
have a significant effect on the environment and approves the Negative Declaration with the following
findings;
1. The City of Redding has completed a Negative Declaration for the rezoning. Based on the
analysis of the potential impacts associated with the rezoning, the project will not have a
significant effect on the environment.

2. The Negative Declaration and its supporting documentation reflect the independent V1
judgement and analysis of the City of Redding.
Section 3. The boundaries of the districts referred to in Section 18.01.050 of the Redding
Municipal Code, as designated on a map entitled "Zoning Map of the City of Redding, California,"
dated January 7, 2003, are hereby altered as set forth on the map attached hereto and made part hereof
by;
REZONING: 6.4 acres at 2953 and 3011 Lowden Lane,415 Hartnell Avenue,and 2956
Bechelli Lane
FROM: "GO"General Office, "OS" Open Space,"RM-10" Residential Multiple
Family, and "GC" General Commercial
TO: "GC-PD" General Commercial-Planned Development Overlay District,
"OS-PD" Open Space-Planned Development Overlay District, and
"GC" General Commercial
Section 4. This ordinance shall take effect thirty (30) days after the date of its adoption; and
the City Clerk shall certify to the adoption of this ordinance and cause its publication according to
law.
I HEREBY CERTIFY that this ordinance was introduced and read at a regular meeting of
the City Council on the 18`h day of July, 2017, and was read and adopted at a regular meeting of the
City Council on the 15th day of August, 2017, by the following vote:
AYES: COUNCIL MEMBERS: McElvain, Schreder, Winter, & Weaver
NOES: COUNCIL MEMBERS: None
ABSENT: COUNCIL MEMBERS: Sullivan
ABSTAIN: COUNCIL MEMBERS: None
