RESOLUTION FOR INTERIM APPOINTMENT OF RETIREE PETER HANSEN
GC sections 7522.56 & 21221(h)
WHEREAS, in compliance with Government Code section 7522.56 the Redding City Council
must provide Ca1PERS this certification resolution when hiring a retiree; and
WHEREAS, Peter Hansen, CID 4577122112, retired from the City of Redding in the position
of Chief of Police, effective November 14, 2011; and
WHEREAS, the Redding City Council hereby appoints Peter Hansen as an interim
appointment retired annuitant to the vacant position of Chief of Police for the City of Redding under
Government Code section 21221(h), effective July 19, 2017; and
WHEREAS, an appointment under Government Code section 21221(h) requires an active
publicly posted recruitment for a permanent replacement; and
WHEREAS, the current status of this recruitment is in process and is anticipated to be
complete by the end of September 2017; and
WHEREAS, this section 21221(h) appointment shall only be made once and therefore will end
no later than November 19, 2017; and
WHEREAS, the entire employment agreement, contract or appointment document between
Peter Hansen and the City of Redding has been reviewed by this body and is attached herein; and
WHEREAS, no matters, issues, terms or conditions related to this employment and
appointment have been or will be placed on a consent calendar; and
WHEREAS, the employment shall not exceed 960 hours per fiscal year; and

WHEREAS, the compensation paid to retirees cannot be less than the minimum nor exceed the
maximum monthly base salary paid to other employees performing comparable duties, divided by 0
173.333 to equal the hourly rate; and
WHEREAS, the maximum base salary for this position is $13,796 and the hourly equivalent is
$79.59, and the minimum base salary for this position is $8,729 and the hourly equivalent is $50.37;
and
WHEREAS, the hourly rate paid to Peter Hansen will be $75.96; and
WHEREAS, Peter Hansen has not and will not receive any other benefit, incentive,
compensation in lieu of benefit or other form of compensation in addition to this hourly pay rate;
THEREFORE, BE IT RESOLVED THAT the Redding City Council hereby certifies the
nature of the appointment of Peter Hansen as described herein and detailed in the attached employment
agreement/contract/appointment document and that this appointment is necessary to fill the critically
needed position of Chief of Police for the City of Redding during recruitment for a permanent
appointment. Peter Hansen will be assigned the title of Chief of Police, and he will be assuming all of
the roles and responsibilities of that position. The recruitment for the full time position of Chief of
Police is currently in process and expected to be completed by September 2017. With 28 years of City
employment, Peter Hansen has the management skills and understanding of the City's laws,
regulations, and ordinances to provided leadership to the department and safety to the community
during this transition.
I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at a
regular meeting of the City Council on the 18th day of July, 2017, by the following vote:

C. EXPLANATION OF ACTION
In compliance with Government Code section 21221(h)and the California Public Employees' Retirement System (CaIPERS),
retired Chief of Police Peter Hansen is to be rehired to perform the complex duties of the position during the recruitment and
hiring process for a new Chief of Police. The interim appointment would be effective July 19, 2017, and end no later than
November 19, 2017.
