A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING ADOPTING THE NEGATIVE DECLARATION AND
AMENDING THE GENERAL PLAN DIAGRAM OF THE CITY BY
ADOPTING A GENERAL PLAN AMENDMENT RELATING TO THE
LOWDEN REDDING PARTNERS PROPERTY (APN# 107-460-003,
107-460-015, 107-460-026 & 107-420-050) CONSISTING OF 6.4 ACRES
LOCATED AT 2953 AND 3011 LOWDEN LANE, 415 HARTNELL
AVENUE,AND 2956 BECHELLI LANE (GPA-2017-00172)
WHEREAS, the City Council adopted the General Plan on October 3, 2000; and
WHEREAS, the amendment to the General Plan Diagram is desired to allow for the
development of an 80,500-square-foot mixed use commercial complex that is consistent with
surrounding development patterns as identified in the General Plan Amendment GPA-2017-
00172; and
WHEREAS, the Planning Commission held a duly noticed public hearing pertaining to said
amendments on May 23, 2017, for GPA-2017-00172, and recommended that the City Council
adopt amendments to the General Plan Diagram as described on the attached exhibits; and
WHEREAS, the Planning Commission has reviewed pertinent documents prepared in
accordance with the requirements of the California Environmental Quality Act and
recommended that the Negative Declaration be adopted for GPA-2017-00172 after consideration
of all testimonial and written evidence submitted prior to and during the aforementioned public
hearing; and
WHEREAS, the City Council held a duly noticed public hearing on GPA-2017-00172 on June
20, 2017;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Redding
California as follows: iU
1. The above recitations are true and correct.
2. The City Council has reviewed the proposed Negative Declaration and has determined that
the actions contemplated will not have an adverse impact on the environment.
3. The City Council hereby adopts the Negative Declaration for GPA-2017-00172 as referred
to the City Council by the Planning Commission.
4. The City Council hereby adopts the attached amendments to the General Plan Diagram
pertaining to GPA-2017-00172 as referred to the City Council by the Planning
Commission.
I HEREBY CERTIFY that the foregoing resolution was introduced, read, and adopted at a
regular meeting of the City Council on the 18th day of July, 2017, by the following vote:

NOES: COUNCIL MEMBERS: None
