HomeMy WebLinkAboutReso 2000-183 - The Plunge r R A RESOLUTION NO. 2000- /83 A RESOLUTION OF THE CITY COUNCIL APPROVING THE USE OF TAX INCREMENT REVENUE FROM THE CANBY-HILLTOP-CYPRESS REDEVELOPMENT PROJECT TO ASSIST WITH RENOVATION OF THE CITY'S MUNICIPAL POOL FACILITY KNOWN AS "THE PLUNGE." WHEREAS,the Redding Redevelopment Agency desires to contribute tax increment funds from the Canby-Hilltop-Cypress Redevelopment Project to assist with the renovation of the City's municipal pool facility; and WHEREAS,California Health and Safety Code Section 33445 states that before the Agency can pay all or part of the cost of any public improvement either within or outside the project area, the legislative body must first determine that the improvements will benefit the Project from which the funds are derived,that there are no other reasonable means of financing the improvements,and that the project will assist in the elimination of blight; and WHEREAS,California Health and Safety Code Section 33678 further states that the use of tax increment funds for public improvements must meet the definition of Redevelopment as prescribed in California Health and Safety Code Sections 33020 and 33021 and primarily benefit the project area; and WHEREAS, the City Council is the legislative body for the City of Redding; and NOW, THEREFORE, the City Council of the City of Redding FINDS, RESOLVES, and ORDERS as follows: 1. The above recitals are true and correct. 2. The public improvements meet the definition of Redevelopment and are of primary benefit to the Canby-Hilltop-Cypress Redevelopment Project Area. 3. No other reasonable means of financing all of the public improvements are available to the community. 4. The payment of funds for the public improvements will assist in the elimination of one or more blighting conditions in the Project Area and is consistent with the adopted Implementation Plan. 5. The findings set forth in this resolution are based on the information contained in the written staff report dated November 9,2000, and the analysis of the proposed use of redevelopment funds to assist with renovation of the City's municipal pool facility known as "The Plunge." i J • I HEREBY CERTIFY that the foregoing resolution was introduced,read, and adopted at a regular meeting of the City Council on the 21st day of November 2000 by the following vote: AYES: COUNCIL MEMBERS: Cibula, Kight, McGeorge, Pohlmeyer and Anderson NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None ABSTAIN: COUNCIL MEMBERS: None 'obert C.
