HomeMy WebLinkAboutReso 2000-177 - Solid Waste Utility r ` M RESOLUTION NO. 2000- / 7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE PURCHASE OF THREE AUTOMATED SIDE-LOAD TRUCKS FOR THE SOLID WASTE UTILITY. WHEREAS: A. The Fiscal Year 2000-2001 Budget includes funds for the purchase of three automated side-load trucks for the Solid Waste Utility. B. On September 19, 2000, the City Council approved the automation of green waste collection by the Solid Waste Utility. C. In May 2000 the Solid Waste Utility issued Bid Schedule 3360 for the purchase of the automated side-load trucks. The low bidder was Western Truck Parts & Equipment Company LLC (Western) of Redding, California, with a bid of$153,897 per truck plus sales tax. D. Western's May 2000 bid included an option to extend that price for one year if the City purchased additional automated side-load trucks within that time frame. E. City staff did a telephone survey of four other vendors to see if their prices had increased or decreased; they indicated that their prices had increased from $3,100 to $4,600 per automated side-load truck. F. Redding Municipal Code §§ 4.20.080 A.6. and 4.20.120 1.7. state that bidding and formal contract procedures may be dispensed with when, at the request of the City Manager, approved by the City Council, the goods or services proposed to be purchased do not constitute public works projects. The proposed purchase does not constitute a public works project. NOW, THEREFORE, THE CITY COUNCIL FINDS, DECLARES AND RESOLVES THAT: 1. Bidding be dispensed with pursuant to Redding Municipal Code § 4.20.080 A.6., inasmuch as the proposed purchase of automated side-load trucks does not constitute a public works project. 2. The formal contract procedures be dispensed with pursuant to Redding Municipal Code Section 4.20.120 1.7. 3. The City Manager or his designee is authorized to enter into and execute the necessary contract documentation on behalf of the City of Redding with Western Truck Parts & Equipment Company LLC of Redding, California, to purchase three automated side-load trucks for the Solid Waste Utility at a price of$153,897 per truck plus sales tax. Further, the City Clerk is directed to attest the signature of the City Manager or his designee and affix the seal of the �1 City to the necessary documentation.
