Also present were City Manager Kurt Starman, City Attorney Barry E. DeWalt, Deputy City Manager Greg Clark, City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton. CLOSED SESSION At the hour of 5:01 p.m., Mayor Weaver opened the Special Meeting and announced that the Council would adjourn to Closed Session. At the hour of 5:54 p.m., Mayor Weaver reconvened the Special Meeting to Open Session and reported that in reference to: 2A. Closed Session pursuant to California Government Code Section 54956.9(d)(1): CONFERENCE WITH LEGAL COUNSEL- EXISTING LITIGATION Northern California Power Agency (NCPA), City of Redding, City of Roseville and City of Santa Clara v.
