The meeting was called to order at the hour of 2:05 p.m. by Vice Mayor Kristen Schreder
with the following Council Members present: Adam McElvain, Francie Sullivan, and
Julie Winter. Mayor Brent Weaver recused himself due to property ownership within
downtown Redding and did not attend.
Also present were: City Manager Kurt Starman, City Attorney Barry E. DeWalt, Assistant
City Manager/Electric Utility Director Barry Tippin, Development Services Director
Larry Vaupel, Planning Manager Paul Hellman, Deputy City Manager Greg Clark, City
Clerk Pamela Mize, and Executive Assistant Sharlene Tipton.

2. Workshop regarding Downtown Redding Specific Plan Update

Development Services Director Vaupel highlighted the Report to Redding City
Council (staff report), incorporated herein by reference.
Planning Manager Hellman provided a PowerPoint presentation, incorporated herein
by reference, summarizing the downtown survey launched two weeks ago, with 1,841
surveys completed to-date. The survey can be accessed online at
downtownreddingplan.com. He noted that if Council approves the proposed proposals
prepared by the consultant PlaceWorks, there will be a Community Workshop in the
Redding Community Room on March 30, 2017, from 4 p.m. to 7 p.m.
Bruce Brubaker, associate principal with PlaceWorks, reported to the City Council
that the report is halfway done, and presented a PowerPoint presentation,
incorporated herein, illustrating the different alternatives to be considered. He shared
several concepts to be considered as work continues on the Downtown Specific Plan.
He opined that downtown Redding will need more green areas, plazas, safer streets,
higher-density living and building incentives in its ongoing quest to transform the
downtown area.
Matthew Fattig desired more non-motorized amenities within the downtown Redding
area.
Anne Thomas (Shasta Living Streets) thanked the Council Members and encouraged
transit/trail-oriented development.
Brandi Greene opined that buildings and landscaping should include sustainability
attributes.
Community Access Channel programmer Michael Flanagan stated that this workshop
would be aired on Charter Cable channel nos. 181 and 182 over the weekend.
In response to Vice Mayor Schreder, Mr. Vaupel and Mr. Hellman both noted that
creating public/private partnerships to form special districts is an option to consider
for funding improvements.
A discussion amongst the Council ensued.
City Manager Starman related that if a quorum of the City Council would like to
attend the Community Meeting on March 30, 2017, the City Clerk will agendize a
Special Meeting for the City Council.
The City Council took no formal action on this item.

There being no further business, Vice Mayor Schreder declared the meeting adjourned at the
hour of 3:24 p.m.
