The meeting was called to order by Mayor Brent Weaver with the following Council
Members present: Adam McElvain, Kristen Schreder, Francie Sullivan, and
111 Julie Winter.
Also present were: City Manager Kurt Starman, City Attorney Barry E. DeWalt, Assistant
City Manager/Electric Utility Director Barry Tippin, Deputy City Manager Greg Clark,
Public Works Director Brian Crane, City Clerk Pamela Mize, and Executive Assistant
Sharlene Tipton.
The City Manager introduced Department Directors that were in attendance:
Personnel Director Sheri DeMaagd, Fire Chief Gerry Gray, Finance Director
Dennice Maxwell, Community Services Director Kimberly Niemer, Police Chief Robert
Paoletti, City Treasurer Allyn Feci Van Hooser, and Development Services Director Larry
Vaupel.
The Pledge of Allegiance to the Flag was led by Richard Christoph.
The Invocation was provided by Deacon Stan Hooper, LifePoint Missionary Baptist Church.

2A. Mayor's Proclamation presented to Chief Deputy District Attorney
Stephanie A. Bridgett declaring March 5-11, 2017, Consumer Protection Week in the
City of Redding

2B. Mayor's Certificate of Recognition presented to Bethel Music Chief Executive
Officer Joel Taylor in honor of Bethel Music winning Gospel Music Association
Dove Awards for "Worship Song of the Year", "Inspirational Album of the Year",
Children's Music Album of the Year", and "Instrumental Album of the Year" and in
recognition of its nine nominations at the 47th Annual GMA Dove Awards held on
October 11, 2016, in Nashville, Tennessee.

Approve: (1) Accounts Payable Register No. 15 for the period of February 1, 2017,
through February 17, 2017, for a total of $10,568,577.73 for check numbers 122811
through 123372, inclusive, ACH Transfer numbers 13278 through 13315, inclusive,
and Wire Transfer numbers 6677 through 6694, inclusive; and (2) Payroll Register
No. 17 for the period of January 29, 2017, through February 11, 2017, in the amount
of$2,789,808.43, for electronic deposit transaction numbers 432861 through 433727,
inclusive, and check numbers 602860 through 602885, inclusive;

4(c). Adopt Ordinance No. 2566, an ordinance of the City Council of the City of Redding
amending Redding Municipal Code (RMC) Title 10 (Public Peace, Morals, and
Welfare), Chapter 10.20 (Public Parks - Prohibited Activities) by amending Section
10.20.090 (Consumption of Alcoholic Beverages) relating to conforming the RMC to
reflect the change in name of Library Park to Carnegie Park for the City Park located
at 1552 Placer Street.

4(d). Adopt Ordinance No. 2567, an ordinance of the City Council of the City of Redding
amending Redding Municipal Code Title 6 (Business Taxes, Licenses and
Regulations), Chapter 6.08 (Massage) by amending Sections 6.08.010 through
6.08.040, inclusive, relating to the adjustment of existing operational standards and
enforcement requirements for massage.

4.4(a). Adopt Resolution No. 2017-018, a resolution of the City Council of the City of
Redding approving Street Renaming Application (STRT-2017-00012), for the
renaming of the portion of Shasta View Drive east of Airport Road to Mill Lane.

Mayor Weaver recused himself due to business relations with Moore's Flour Mill.

4.6(a). Authorize the City Manager or his designee to enter into a Memorandum of
Understanding (C-7134) with Redding Tai Chi and The McConnell Foundation for
the installation of the Tai Chi meditation garden adjacent to the Sundial Bridge north
plaza.

4.6(b). Adopt Resolution No. 2017-019, a resolution of the City Council of the City of
Redding authorizing the City Manager, or his designee, to: (1) submit an application
to the California Department of Housing and Community Development's Housing-
Related Parks Program (HRP Program); (2) if awarded funding, execute an agreement
and any related documents necessary to participate in the HRP Program; and
(3)administratively appropriate any funds awarded.

4.11(a).Adopt Resolution No. 2017-020, a resolution of the City Council of the City of
Redding summarily vacating a portion of a Public Open Space Easement within Lot
12 of Palatine Hill Subdivision Map No. S-5-00 recorded in Book 23 of Maps at Page
35, filed November 13, 2003, Shasta County Records.

A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member Schreder, that the foregoing items on the Consent Calendar be accepted,
acknowledged, adopted, approved, and/or authorized as recommended with the
exception of the item(s) voted on separately above.

REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS,
BOARDS, COMMISSIONS AND COMMITTEES
9.2(a). Selection of SiLK Consulting Group as Redding/Shasta Continuum of Care (CoC)
Coordinator

Deputy City Manager Clark summarized the Report to Redding City Council (staff
report), incorporated herein by reference.
Vernon Price and Michael Thomas (CoC Executive Board Member) spoke in support
of approving SiLK Consulting Group as the Redding/Shasta CoC Coordinator. Roger
Scullion also supported the recommendation and suggested inclusion of the following
components to improve coordination services: (1) streamlined assessment and referral
system; and (2) improvement in how data is collected and reported.
A MOTION WAS MADE by Council Member Schreder, seconded by Council
Member Winter, to: (1) approve selection of SiLK Consulting Group as
Redding/Shasta CoC Coordinator and authorize the City Manager or designee to
negotiate and execute a Professional Services Contract with SiLK in an amount not to
exceed $48,575 for a period of 10 months, contingent upon like approval by the
Shasta County Board of Supervisors; with the following to be included in the
contract: (2) implementation of HMIS Software by June 30, 2017; and (3)
design/implement coordination of entry system by June 30, 2017.
AN AMENDMENT TO THE MOTION WAS MADE by Council Member
Weaver, seconded by Council Member Sullivan, to approve selection of SiLK
Consulting Group as Redding/Shasta CoC Coordinator and authorize the City
Manager or designee to negotiate and execute a Professional Services Contract with
SiLK in an amount not to exceed $48,575 for a period of 10 months, contingent upon
like approval by the Shasta County Board of Supervisors.

9.2(b). Request By Affordable Housing Development Corporation for Impact Fee Deferral
regarding Lowden Lane Senior Apartment Development

Deputy City Manager Clark provided an overview of the Report to Redding City
Council (staff report), incorporated herein by reference.
Laurie Doyle (Vice President of Affordable Housing Development Corporation),
Thomas Tenorio (Community Action Agency of Butte County), and Marcus Partin
(Lowden Redding Partners, LLC) spoke in support of the project and requested that
the City reconsider its position to deny the deferral of impact fees for the Lowden
Lane Senior Apartments.
A discussion amongst the Council ensued.
MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member Weaver, to deny a request from Affordable Housing Development
Corporation to defer payment of development impact fees for a period of 15 years for
the Lowden Lane Senior Apartment development.

AN AMENDMENT TO THE MOTION WAS MADE by Council Member
Schreder, seconded by Council Member Winter, to direct staff to research and clarify
various aspects of the request by Affordable Housing Development Corporation to
defer payment of development impact fees for a period of 15 years for the Lowden
Lane Senior Apartment development including interest rate, California
Environmental Quality Act (CEQA), Prevailing Wage, and the potential effect on
other projects, and return to the Council at a future meeting for further consideration.

9.5(a). Electric Utility's Monthly Financial Report and Industry Update for December 2016

Electric Utility Director Tippin and Finance Manager Mark Haddad highlighted the
Report to Redding City Council (staff report), incorporated herein by reference.
Mr. Haddad noted that by delaying the sale of bonds saved rate payers an additional
$2.4 million dollars, the difference between November 1, 2016, and February 8, 2017.

9.5(b). Informational Update on Redding Electric Utility's Allocated Allowance Policy

Electric Utility Director Tippin provided an overview of the Report to Redding City
Council (staff report), incorporated herein by reference.

9.11(b).Oral Update on Status of Emergency Repair Work to Keswick Dam Road and
Associated Waterlines

Public Works Director Crane provided a PowerPoint presentation, incorporated
herein by reference, relaying the latest information related on the status of emergency
repair work to Keswick Dam Road and associated waterlines in accordance with
Public Contract Code Section 22050(c)(1) and make a determination by a four-fifths
vote that there is a need to continue the emergency work. He noted that RTA
Construction was hired to complete the work.
A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member Winter, to reaffirm approval of emergency repair work to Keswick Dam
Road and associated waterlines. The Vote: Unanimous Ayes
9.11(c).Status report of the formation of a Redding Groundwater Basin Groundwater
Sustainability Agency

Public Works Director Crane highlighted the Report to Redding City Council (staff
report), and provided a PowerPoint presentation, both incorporated herein by
reference, comprised of the following agencies: ACID; Bella Vista Water District;
City of Anderson; City of Redding; Clear Creek CSD; and Shasta County with one
board representative each and an equal cost sharing of 16.67%.
The City Council took no action on this informational item.
PUBLIC COMMENT- for non-agendized matters within the city's jurisdiction

Vernon Price expressed appreciation to the Redding Police Department for their compassion
during efforts to move vagrants out of the Redding Hotel.
POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS

At Mayor Weaver's suggestion, the City Council directed the City Manager and Police Chief
to compile a list of the top five Redding area hotels/motels generating calls for service from
the Redding Police Department, along with any positive outcomes from the list prepared last
year, for discussion at a future Council meeting.

CLOSED SESSION
At the hour of 7:59 p.m., Mayor Weaver announced that the Council would adjourn to Closed
Session.
