The meeting was called to order by Mayor Brent Weaver with the following Council
Members present: Adam McElvain, Kristen Schreder, Francie Sullivan, and Julie Winter.
Also present were: City Manager Kurt Starman, City Attorney Barry E. DeWalt, Assistant
City Manager/Electric Utility Director Barry Tippin, Deputy City Manager Greg Clark,
City Clerk Pamela Mize, and Assistant City Clerk Teresa Rudolph.

2. City Attorney Presentation on the Adult Use of Marijuana Act (Proposition 64)

City Attorney DeWalt summarized the Report to Redding City Council (staff report),
and provided a Powerpoint presentation, both incorporated herein by reference, on the
Adult Use of Marijuana Act (Proposition 64).
The following spoke in favor: Richard Morris, Holly Link, Brad Thompson, Jay
Panuska, Aaron Mathews, Jamie Kerr, Samuel C. Williams, Mandy Arons, and
Dennis Daniel. Ms. Kerr, founder of the 503 Collective in the City of Shasta Lake,
noted that the exchange of information between all parties is important throughout
this process. Also, Mr. Daniel, an attorney representing local growers, noted that if
the City opts to form a committee, he would volunteer his time to assist in this effort.
Chris Deile spoke in opposition.
A discussion amongst Council ensued. No action was taken.
3. Consideration of the Formation of a Citizens' Committee Regarding Non-Medical
Marijuana

City Attorney DeWalt highlighted the Report to Redding City Council (staff report),
incorporated herein by reference.
Motion by Council Member Schreder directing the City Attorney to develop specific
recommendations on the establishment of a citizens committee for the City Council's
consideration died due to lack of a second.
It was the consensus of the City Council for the City Attorney and Development
Services Director, working in conjunction with the City Manager, to hold one or more
community workshops to obtain input relative to Proposition 64. Following the
workshops, staff would organize the information and prepare recommendations for
the City Council's consideration at a subsequent meeting.
ADJOURNMENT
There being no further business, Mayor Weaver declared the meeting adjourned at the hour
of 3:40 p.m.
