HomeMy WebLinkAboutMinutes - City Council - 2016-12-15 - Special Meeting154 Redding City Council, Special Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 December 15, 2016, 6:00 PM The meeting was called to order by Mayor Brent Weaver with the following Council Members present: Adam McElvain, Kristen Schreder, Francie Sullivan, and Julie Winter. Also present were: City Manager Kurt Starman, City Attorney Barry E. DeWalt, Assistant City Manager/Electric Utility Director Barry Tippin, Deputy City Manager Greg Clark, Public Works Director Brian Crane, City Clerk Pamela Mize, and Assistant City Clerk Teresa Rudolph. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS, COMMISSIONS AND COMMITTEES 2. Continued Public Hearing - Regarding Proposed Monthly Rate Increases for the Water, Wastewater, and Solid Waste Utilities [S -020 -500/W -020-590/W-030-4001 Public Works Director Crane provided an overview of the Report to Redding City Council (staff report), as well as a Powerpoint presentation, incorporated herein by reference. The Affidavit of Mailing — Notice of Public Hearing is on file in the Office of the City Clerk. The hour of 6:00 p.m. having arrived, Mayor Weaver reconvened the public hearing to consider the proposed monthly rate increases for the Water, Wastewater, and Solid Waste Utilities. Greg Washburn, Richard Coen, and Diana Tuggle opposed the proposed rate increases, as well as the fact that each affected property is automatically viewed as supporting the rate increases, unless a protest ballot is submitted. Richard M. Mullen expressed opposition to the proposed rate increases. He also voiced concern with painters being allowed to rinse their paint byproducts, i.e., rinsing brushes and buckets, into the City's sewer system. Christine Jensen opposed the proposed rate increases, and, because of her numerous questions, was encouraged to schedule a time to meet with staff to address her concerns. Kay Wilson also expressed opposition to the proposed rate increases. She requested that the City Council reconsider its position to impose a charge for the usage of more than one green waste tote per household. Mayor Weaver determined that no one else present wished to address this matter and closed the public hearing. A discussion amongst Council ensued. A MOTION WAS MADE by Council Member Sullivan, seconded by Council Member Winter, to direct the City Clerk to commence the tabulation of the protest ballots and return with either the results or an update as to the process for the City Council's consideration at the regularly scheduled meeting of December 20, 2016. The Vote: AYES: Council Members - McElvain, Schreder, Sullivan, Winter, and Weaver NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - None 12/15/2016 155 City Clerk Mize advised that the City Clerk's staff would commence the tabulation of protest ballots on Friday, December 16, 2016, at 8:30 a.m. in the Executive Conference Room located on the 3`d floor of City Hall, 777 Cypress Avenue, Redding, California. The tabulation process would continue from 8:30 a.m. to 4:30 p.m. daily (including weekends) until the tabulation was completed. She noted that the public is invited to observe the tabulation and provided contact information for admittance after business hours.
