A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING APPROVING THE FIRST AMENDMENT TO THE
SHASTA AREA SAFETY COMMUNICATIONS AGENCY
(SHASCOM) AMENDED AND RESTATED JOINT POWERS
AGREEMENT.
WHEREAS, the County of Shasta and the City of Redding entered into a Shasta Area Safety
Communications Agency (SHASCOM) Amended and Restated Joint Powers Agreement on
September 17, 1996, for the provision of emergency communication dispatch services; and
WHEREAS, the County and City wish to enter into a First Amendment to the Agreement to
amend Sections 6.0 and 6.1 as set forth in Exhibit A attached and made a part hereof by reference; and
WHEREAS, the City Council wishes to rescind Resolution No. 2000-42 of March 7, 2000,
which amended Section 6.0 only in slightly different language;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding
hereby:
1. Repeals Resolution No. 2000-42;
2. Approves entering into the First Amendment to the Shasta Area Safety Communications Agency
Amended and Restated Joint Powers Agreement with the County of Shasta, a copy of which is
attached and made a part hereof; and
3. Authorizes the Mayor to execute the amendment on the behalf of the City, and the City Clerk to
attest his signature and affix the seal of the City.
I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at a
regular meeting of the City Council on the 5th day of September, 2000, by the following vote:

FIRST AMENDMENT TO
SHASTA AREA SAFETY COMMUNICATIONS AGENCY
AMENDED AND RESTATED JOINT POWERS AGREEMENT
Paragraphs 6.0 and 6.1 of the agreement dated September 17, 1996,by and between the City
of Redding and the County of Shasta for the provision of emergency communication dispatch
services, is hereby amended as follows:
"6.0 BOARD OF DIRECTORS. SHASCOM shall be governed by a Board of Directors
(hereinafter referred to as the "Board"). The Board shall be composed of the following:
a. Shasta County Administrative Officer;
b. City of Redding City Manager;
c. Shasta County Sheriff(in the Sheriff's absence,the Undersheriff shall act as
alternate); and
d. Redding Police Chief or Fire Chief(as designated by Redding City Manager;
in the absence of the designated member, the other official shall act as
alternate).
Each such member,or his or her alternate,shall have one vote when taking action on matters
considered by the Board.
6.1 The Board shall have two ex-officio, non-voting members as follows:
a. City of Anderson City Manager or Police Chief(as designated by Anderson
City Manager); and
b. Redding Police Chief or Fire Chief (as designated by Redding City
Manager)."
All other provisions of the September 17, 1996 agreement remain in full force and effect.

IN WITNESS WHEREOF,the parties have executed this First Amendment to Shasta Area
Safety Communications Agency Amended and Restated Joint Powers Agreement on the dates noted
below.
