A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING ENTERING INTO ADVANCEMENT OF FUNDS CONTRACT
NO. 00-SNR-00241 FOR CENTRAL VALLEY PROJECT PURCHASE
POWER AND WHEELING,AMONG THE:
UNITED STATES DEPARTMENT OF ENERGY
WESTERN AREA POWER ADMINISTRATION
hereinafter called Western
and
CERTAIN CENTRAL VALLEY PROJECT
FIRM ELECTRIC SERVICE CONTRACTORS
hereinafter called Participants
WHEREAS, federal appropriations to finance Western's purchase power and wheeling
(PP&W) activities have been declining over the past several years, and federal appropriations to
finance Western's PP&W activities may also decrease in the future; and
WHEREAS, to properly maintain the Central Valley Project (CVP) power deliveries,
Western requires an adequate and reliable source of funding for the PP&W activities; and
WHEREAS, in order to assure a predictable flow of funds for PP&W activities for CVP
power deliveries, Western and Participants wish to establish a PP&W program that will provide a
source of funds for the PP&W of the CVP power delivery and maximize the benefits from those
contracts;
NOW, THEREFORE, IT IS RESOLVED that the City Council of the City of Redding
hereby:
1. Authorizes the Mayor to execute Advancement of Funds Contract No. 00-SNR-00241 for
Central Valley Project Purchase Power and Wheeling; and the City Clerk to attest his
signature and affix the seal of the City of Redding thereto.
2. Authorizes the Electric Utility Director to approve on an on-going basis Redding's annual
advance funding participation level up to fifty percent (50%) of Redding's annual power
purchases from Western (approximately $5 million). Any greater annual participation
amount will be brought back before the City Council for review and reconsideration.
I HEREBY CERTIFY that the foregoing resolution approving Advancement of Funds
Contract No. 00-SNR-00241 for Central Valley Project Purchase Power and Wheeling was
introduced,read and adopted at a regular meeting of the City Council of the City of Redding on the
5`h day of July, 2000, by the following vote:
AYES: COUNCIL MEMBERS: Cibula, Kight, McGeorge, Pohlmeyer and Anderson
NOES: COUNCIL MEMBERS: None
