HomeMy WebLinkAboutReso 2000-031 - Criminal Justice Planning RESOLUTION NO. 2000-3/ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE USE OF JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT FUNDS ADMINISTERED BY THE OFFICE OF CRIMINAL JUSTICE PLANNING. WHEREAS: 1. The Juvenile Accountability Incentive Block Grant (JAIBG) Program is a federal program that provides funding to the State of California Office of Criminal Justice Planning(OCJP). 2. The State of California allocates these funds to units of local government based on a combination of law enforcement expenditures and an average of the number of Part I violent crimes reported by the jurisdictions. 3. The Cities of Redding and Anderson and the County of Shasta have developed a plan to pool the funds available to each of their jurisdictions in a joint project, allowing the agencies to work together and install a process for more effectively sharing information on juvenile offenders. 4. The City Council of the City of Redding, therefore, declines to directly accept funds made available through the JAIBG Program administered by the OCJP. NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding that: A. The City Council waives its right to its entire direct subgrant award, and authorizes the funds to be expended by the County of Shasta for the mutual benefit of the City of Redding and the County of Shasta. B. It is agreed that any liability arising out of the performance of the grant award agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and the OCJP disclaim responsibility for any such liability. C. The grant funds received hereunder shall not be used to supplant expenditures controlled by this body.
