A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE REAL ESTATE PURCHASE AND SALE AND
DEVELOPMENT AGREEMENT BY AND BETWEEN THE REDDING
REDEVELOPMENT AGENCY AND SIGNATURE NORTHWEST
PARTNERSHIP AND MAKING CERTAIN FINDINGS IN CONNECTION
HEREWITH
WHEREAS, the Redding Redevelopment Agency (Agency) is engaged in activities
necessary to execute and implement the Redevelopment Plan for the Market Street Redevelopment
Project Area; and
WHEREAS,in furtherance of the objectives of the California Community Redevelopment
Law(California Health and Safety Code Section 33000 et seq.),the Agency has undertaken a project
to realign Westside Road; and
WHEREAS, the Implementation Plan adopted by the Agency with respect to the
Redevelopment Plan includes the realignment of Westside Road as a means to improve inadequate
public infrastructure,allow utilization of previously undeveloped or underdeveloped land,act as an
incentive to private development to invest in the area, and to alleviate traffic congestion within the
Project Area; and
WHEREAS, the Agency owns land in excess of the future realigned Westside Road right
of way at 2216 Buenaventura Boulevard; and
WHEREAS,the Agency and Signature Northwest Partnership(Signature)propose to enter
into a Real Estate Purchase and Sale and Development Agreement pursuant to which the Agency
would sell the excess land at 2216 Buenaventura Boulevard to Signature for future service
commercial development purposes; and
WHEREAS,pursuant to Section 33433 ofthe Community Redevelopment Law,the Agency
is authorized, with the approval of the City Council after a public hearing, to convey property for
redevelopment purposes pursuant to the Redevelopment Plan upon a determination by the City
Council that the sale of the property will assist in the elimination of blight and that the consideration
for such sale is not less than either fair market value or fair reuse value in accordance with the
covenants and conditions governing the sale and development costs thereof; and
WHEREAS, a joint public hearing of the Agency and City Council on the proposed
Agreement was duly noticed in accordance with the requirements of Health and Safety Code Section
33433; and
WHEREAS, the proposed Agreement and a summary report meeting the requirements of
Health and Safety Code Section 33433 were available for public inspection consistent with the
requirements of Health and Safety Code Section 33433; and
WHEREAS,on January 18,2000,the Agency and City Council held a joint public hearing
on the proposed Agreement and evaluated all of the information,testimony,and evidence presented
during the joint public hearing; and
WHEREAS,the City Council has reviewed the summary report required pursuant to Health
and Safety Code Section 33433 and evaluated other information provided to it pertaining to the
findings required pursuant to Section 33433; and
WHEREAS,the sale of the property pursuant to the proposed Agreement will improve the
quality of life of the residents of the City of Redding by the elimination of blight by providing for

the reuse and redevelopment of a portion of the Project Area which formerly was the site of a
lumbermill and log pond; and
WHEREAS, the value of the consideration for the property pursuant to the proposed
Agreement will be equal to the fair market value of the site as set forth in the Summary Report; and
WHEREAS,the sale of surplus government property is categorically exempt under Section
15312 of the California Environmental Quality Act; and
WHEREAS,the City Council has duly considered all terms and conditions of the proposed
Agreement and believes that the disposition of the Site pursuant thereto is in the best interests of the
City of Redding and the health, safety, and welfare of its residents, and in accord with the public
purposes and provisions of applicable state and local laws and requirements.
NOW, THEREFORE, the City Council of the City of Redding FINDS, RESOLVES
AND ORDERS as follows:
1. The above recitals are true and correct.
2. The City Council of the City of Redding makes the following findings in connection with
the proposed Disposition Agreement:
(a) The sale of the property at 2216 Buenaventura Boulevard will assist in the
elimination ofblight and is consistent with the implementation plan adopted pursuant
to Section 33490 of the California Health and Safety Code; and
(b) The consideration is not less than the fair market value in accordance with the
highest and best use under the Redevelopment Plan.
3. The City Council of the City of Redding hereby approves the Agreement. A copy of the
Agreement when executed shall be placed on file in the office of the City Clerk.
I HEREBY CERTIFY that the foregoing resolution was introduced,read and adopted by
a majority vote at a regular meeting of the City Council of the City of Redding on the 18th day of
January 2000.
