STARMAN FOR OUTSTANDING DEDICATED ���Foa� SERVICE TO THE CITY OF REDDING WHEREAS, Kurt J. Starman began his career with the City of Redding on November 23, 1991, and served as Budget Services Officer, Director of Administrative Services, Deputy City Manager, Assistant City Manager, Executive Director of the Redding Redevelopment Agency, Executive Director of the Redding Housing Authority, and City Manager; and WHEREAS, Mr. Starman has effectively and expertly managed the direction, organization, and operation of the City of Redding's various departments and employees; and WHEREAS, Mr. Starman provided exceptional leadership in his many roles, most notably as City Manager, and was instrumental in accomplishing the following: • Expansion of the Redding Power Plant with the addition of Unit 6; • The revitalization of downtown Redding, including the renovation of the Cascade Theatre, removal of the roof of The Mall downtown and creation of the Market Street Promenade; • Creation of numerous important affordable housing projects, including The Woodlands and Parkview Neighborhood revitalization, and rehabilitation of the Hotel Redding and Lorenz Hotel; • Creation and enhancement of trails and open space within the City, including the Hilltop Burn Dump remediation and trail project, Dana to Downtown Trail, Palisades Trail, Clover Creek Preserve, Diestelhorst Bridge restoration, Henderson Open Space and overall expansion of the City's trail system; • Improving opportunities for increased economic development, including a relocation plan for Costco, the Dignity Healthcare Wellness Center transaction, Stillwater Business Park and Phase 1 of the Oasis Road/Interstate 5 interchange and Oasis Road Specific Plan; • Realization of a much-needed new Redding Police Facility and the acquisition of a new facility for Redding Electric Utility; and WHEREAS, Mr. Starman's financial acuity is evidenced by the City receiving a Certificate of Achievement for Excellence in Financial Reporting annually during his entire tenure, and in helping the City maintain a position of fiscal stability particularly during the Great Recession; and WHEREAS, Mr. Starman is a current Board Member of the Simpson University Advisory Council, member of the Rotary Club of Redding, Lector/Extraordinary Minister at St. Joseph Roman Catholic Church, and former member of the Mercy Medical Center Community Advisory Council and Shasta Family YMCA, and former Chairman/Board Member of the Shasta Regional Community Foundation, and St. Joseph School Advisory Committee; and O WHEREAS, Mr. Starman's professional association memberships include Cal-ICMA, California City Managers Foundation, International City/County Management Association (ICMA), and Past President and J Member of the League of California Cities Sacramento Valley Division City Managers Area Group; and (,J CC WHEREAS, Kurt J. Starman has performed his duties with pride, integrity, and accountability, always looking out for the welfare of the organization. NOW,THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby expresses its deep appreciation to Kurt J. Starman for his dedication and the many contributions he has made to the City of Redding and its citizens,and wishes him future success and happiness as he retires from public service.
