HomeMy WebLinkAboutReso 2001-185 - Downtown Housing Development RESOLUTION NO. 2001-//5- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE APPLICATION FOR GRANT FUNDS FOR A DOWNTOWN HOUSING DEVELOPMENT STRATEGY UNDER THE DOWNTOWN REBOUND GRANT PROGRAM (AB 2870). WHEREAS, the Legislature of the State of California has enacted Assembly Bill 2870 (AB 2870), codified at Chapter 18 of Part 2 of Division 31 of the California Health & Safety Code, commencing with Section 50890,which provides funds available to local governments for Downtown Planning Grants; and WHEREAS, the California Department of Housing and Community Development has been delegated the responsibility for the administration of the Downtown Rebound Grant Program; and WHEREAS,guidelines established by the California Department of Housing and Community Development require the Applicant's governing body to certify by resolution the approval of the application before submission of said application to the State; and WHEREAS,the City of Redding has a need to determine the realistic potential for residential infill, mixed-use, and transit-oriented housing development in the Downtown area and to create a detailed plan to promote infill residential development in the Downtown area(the Project); and WHEREAS, if a grant is awarded, the Applicant will enter into a contract with the State of California for the Project; NOW,THEREFORE, BE IT RESOLVED that the City Council of the City of Redding: 1. Approves the filing of an application to the Downtown Rebound Grant Program for the following activities: Housing Sites Inventory($20,000);Conceptual Site Plans($15,000); and Market and Economic Feasibility Analyses ($35,000); and 2. Approves up to$7,500 in the form of staff time as local match to assist with and administer the Project; and 3. Appoints the City Manager or his designee as agent to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, and payment requests, which may be necessary for the completion of the Project.
