A RESOLUTION OF APPLICATION BY THE CITY COUNCIL
OF THE CITY OF REDDING REQUESTING THAT THE
LOCAL AGENCY FORMATION COMMISSION INITIATE
PROCEEDINGS FOR THE REORGANIZATION OF TERRITORY
TEXAS SPRINGS AREA
AN-4-00
WHEREAS, the City of Redding desires to initiate proceedings pursuant to the Cortese-Knox-
Hertzburg Government Reorganization Act of 2000, commencing with Section 5600 of the
California Government Code, for a reorganization which would concurrently detach territory from
the City of Redding, annex territory to County Service Area No. 15 — Street Lighting, and annex
territory to County Service Area No. 1 —Fire Protection; and
WHEREAS, the following agencies would be affected by the proposed jurisdictional changes:
Agency Nature of Change
City of Redding Detachment
County Service Area No. 15 – Street Lighting Annexation
County Service Area No. 1 –Fire Protection Annexation
and,
WHEREAS, the territory proposed to be reorganized is uninhabited and a map and description of
the boundaries of the territory are attached hereto as Exhibits "A" and "B" and by this reference
incorporated herein; and,
WHEREAS, it is desired that the proposed reorganization be subject to the following terms or
conditions: None; and,
WHEREAS, the principal reason for the proposed reorganization is to develop rural residential
subdivisions that do not have to meet City service standards; and,
WHEREAS,this Council has determined that this proposal has the consent of all the owners of the
land included within the reorganization area, which meets the criteria for waiver of Conducting
Authority proceedings as set forth in Government Code Section 56663(a); and,
WHEREAS, written notice of this Council's intent to adopt a resolution to initiate reorganization
proceedings was mailed to each interested agency and each subject agency 20 days prior to adoption
of this resolution as required by Government Code Section 56654;.

NOW,THEREFORE,BE IT RESOLVED,that this resolution of application is hereby adopted
and approved by the City Council of the City of Redding, and the Local Agency Formation
Commission of Shasta County is hereby requested to take proceedings for the detachment of territory
as authorized and in the manner provided by the Cortese-Knox-Hertzberg Local Government
Reorganization Act of 2000.

Parcels 1 and 2 of Parcel Map L. S. 4-97 recorded in Book 32 of Parcel Maps,page 47,
Shasta County Records, together with that portion of Texas Springs Road right-of-way
as shown on said Parcel Map LS-4-97 beginning at a southeasterly extension of the
northeast property line of Lot 1 and running generally south a distance of 2877.9 feet to
an easterly extension of the south property line of Lot 2.
