A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ACCEPTING THE ACTION
PLAN FOR 2001-02 AND AUTHORIZING THE CITY MANAGER,OR HIS DESIGNEE,TO SIGN ALL
THE NECESSARY DOCUMENTS AND SUBMIT THE ACTION PLAN TO THE U.S.DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT.
WHEREAS,the U.S.Department of Housing and Urban Development(HUD)has informed the City of
certain amendments to 24 CFR Parts 91, 92, 570, 576,and 968;and:
WHEREAS,such amendments mandate the development and submission of an Action Plan in order for
the City to continue in certain HUD programs; and
WHEREAS, the City has prepared an Action Plan according to HUD specifications as to form and
content;and
WHEREAS, following the required notices in accordance with law, the City Council of the City of
Redding has held a public hearing on the proposed Action Plan; and
WHEREAS,the City Council has considered all public comments received regarding the proposed Action
Plan; and
WHEREAS,the City Council has studied the certifications required by HUD in connection herewith and
has agreed to same.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Redding as follows:
1. The City Council does hereby accept the Action Plan for 2001-02.
2. The City Council does hereby direct the City Manager or his designee to sign all necessary
documents,including certifications,on behalf of the City and to forward the Action Plan to the U.S.Department
of Housing and Urban Development.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular meeting of the
City Council of the City of Redding on the 1st day of May 2001 and was duly adopted at said meeting by the
following vote:

PROPOSED U JF CDBG FUNDS FOR THE 2001-20 PROGRAM YEAR
PUBLIC SERVICE ACTIVITIES
Shasta Senior Nutrition Program - Emergency Food Program $10,000
Nature of Activity: Activity will provide for food costs. Food distributed to lower-income families
and individuals.
Family Service Agency - The HART Center $25,000
Nature of Activity: Activity will help with the basic support of the HART Center Shelter for
runaway youth, homeless youth and youth in crisis.
Shasta County Women's Refuge - Shelter Facility $29,811
Nature of Activity: Activity will provide for personnel costs related to maintaining the ongoing
operation of the shelter facility for battered and abused families.
Retired Senior Volunteer Program -Adult Literacy $10,000
Nature of Activity: Activity will provide for office expenses, literacy materials and staff time
necessary for recruitment of volunteer tutors to teach basic adult literacy, writing, and math skills
to individuals in the community.
PIusONE Mentoring - Youth Mentoring $10,000
Nature of Activity: Activity will help recruit, screen and train mentors for youth currently involved
in or at risk of making negative lifestyle choices, such as acts of violence, criminal and delinquent
behaviors, and use of drugs and alcohol.
Shascade Community Services, Inc. -Vision Resource Center $15,795
Nature of Activity: Activity will provide for in-home rehabilitation services and adaptive aids to
improve daily living for low-income seniors who are disabled due to visual impairment.
People of Progress - Emergency Assistance Program $12,000
Nature of Activity: Activity will provide for a portion of staff costs for the Energy Conservation,
Emergency Assistance, and Utility, Rent, Motel Assistance Programs.
Shasta College - Senior Health/Fitness/Wellness $5,002
Nature of Activity: Activity will provide seed money to help with the establishment of two
health/fitness/wellness facilities that will provide a no-fee senior health/fitness/wellness program
for adults 55 and over.
Fair Housing Activity $12,000
Nature of Activity: The Housing Division of the City of Redding facilitates Fair Housing
Workshops and community awareness and provides a referral service to individuals who have fair
housing questions.

• PUBLIC ACTIVITIES
City of Redding -ADA at Redding Convention Center $45,000
Nature of Activity: Funds will be used for the purchase and installation of a visual fire alarm
system that alerts the hearing impaired with flashing lights of a fire emergency.
City of Redding -ADA Wheel Chair Ramp Project $50,000
Nature of Activity: CDBG funds will be used to construct concrete curb returns with wheelchair
{ access at 25 locations within the city limits.
City of Redding - Enterprise Park Trailer ADA Renovation $17,225
Nature of Activity: Funds will be used to pay for ADA renovations to a triple-wide trailer located
at Enterprise Park, including access to various classes and programs offered to adults and children.
City of Redding -The Plunge $190,000
Nature of Activity: Funds will be used for ADA improvements to the public city pool located in
Caldwell Park. The ADA improvements will be a portion of major renovation to the City's municipal
pool which will include a competition pool and a recreation pool.
City of Redding - Lanning Avenue Streetscape $33,000
Nature of Activity: CDBG funds will be used to pay a portion of the design and construction costs
for curbs, gutter, and sidewalk on Lanning Avenue.
Contingency $5,090
Nature of Activity: Funds will be held in a contingency fund for eligible activities on an as needed
basis.

Housing Management Services $262,469
Nature of Activity: This activity will provide funds to administer housing rehabilitation programs,
including leverage of more than one million dollars in HOME Program funding.
