A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING STATING ITS POSITION ON NATIONAL STANDARDS
FOR FIRE DEPARTMENT STAFFING.
WHEREAS:
A. The National Fire Protection Association(NFPA)is the oldest,largest and most influential private
code development and standards writing organization in the world, and its codes and standards have a
profound impact upon the character and cost of service provided by local fire jurisdictions.
B. The opportunity for input and participation in the NFPA codes and standards development process
is strictly limited, expensive and logistically prohibitive.
C. The general membership of the NFPA does not fairly represent the constituencies of local fire
jurisdictions; and it has demonstrated a disproportionate responsiveness to selected special interests.
D. Certain recent standards development efforts have strayed from the area of fundamental technical
performance standards,and these recent changes stand to significantly and adversely impact the ability of local
communities to select and structure the fire safety services in accordance with their design and ability to fund
the services.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding:
1. Categorically opposes an operational standard development that effectively dictates the level of
service to be rendered by local fire jurisdictions;
2. Urges the adoption of a clear policy statement that specifies that fundamental right of local
jurisdictions to establish the nature and level of service within that jurisdiction; and
3. Directs Fire Chief Jay Gunsauls to actively participate in reviewing all NFPA drafts; make
comments in a timely manner; maintain membership in the NFPA; and attend the annual meeting in May of
2001 to register a vote on the final proposal.
I HEREBY CERTIFY the foregoing resolution was introduced, read and adopted at a regular
meeting of the City council of the City of Redding on the 20`h day of February 2001 by the following vote
