HomeMy WebLinkAboutReso 2001-006 - Parkview Two-Year Plan • n RESOLUTION NO. 2001- (o f RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE PARKVIEW NEIGHBORHOOD STRATEGIC REVITALIZATION PLAN,THE PARKVIEW TWO-YEAR ACTION PLAN, AND THE RESIDENTIAL REVITALIZATION INCENTIVE POLICIES; AND ACCEPTING AN ENVIRONMENTAL DETERMINATION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. WHEREAS, the City Council of the City of Redding (City Council) has approved a Housing Plan which emphasizes focusing the majority of the City's housing-related resources on target neighborhoods, specifically, Parkview, Martin Luther King, Jr., and Downtown; and WHEREAS, the City Council and the Redding Redevelopment Agency (Agency) have determined that is was necessary and desirable to prepare a plan to guide revitalization activities in the Parkview Neighborhood; and WHEREAS,the Parkview Neighborhood Strategic Revitalization Plan(Revitalization Plan) has been prepared with significant involvement and input from citizens and agencies and enumerates the goals of the citizens of the Parkview Neighborhood; and WHEREAS, the Parkview Two-Year Action Plan(Action Plan)has been prepared by the Agency which identifies a range of specific revitalization projects that will be undertaken to begin to implement the Revitalization Plan; and WHEREAS, the Neighborhood Focus Area Residential Revitalization Incentive Policies (Incentive Policies) have been developed which are intended to increase participation in certain housing improvement programs; and WHEREAS, the Agency is the Lead Agency for this project pursuant to Section 15050 of the California Environmental Quality Act(CEQA)Guidelines(California Code of Regulations,Title 14, Division 6, Chapter 3); and WHEREAS, Section 15096 of the CEQA Guidelines requires the City Council, as a Responsible Agency for this project,to consider the environmental effects of the project as shown in the environmental document prepared by the Lead Agency; and WHEREAS, on November 28, 2000, the Planning Commission of the City of Redding reviewed the Revitalization Plan and all environmental documents prepared to evaluate the proposed project,including the Initial Study for the Negative Declaration and the Final Environmental Impact Report prepared for the City of Redding's General Plan Update, and recommended their approval by Planning Commission Resolution 2000-05. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Redding as follows: 1. The City Council has considered the issues discussed in the Negative Declaration and its accompanying documentation(Initial Study and any comments received)for the Revitalization Plan as prepared by Agency; 2. The recommendation of the Planning Commission is accepted and the City Council hereby approves the Revitalization Plan,the Action Plan,and the Incentive Policies. 3. Staff is hereby authorized to initiate the activities outlined in the Action Plan. 4. The environmental documents which constitute the record are on file at the Planning Division of the Development Services Department,City Hall,777 Cypress Avenue, Redding, California.
