RESOLUTION NO. 2001-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE AMENDMENT OF THE 2000-01 ACTION PLAN AND
EXECUTION OF ALL NECESSARY DOCUMENTS RELATIVE TO THE
AMENDED PLAN BY THE CITY MANAGER OR HIS DESIGNEE AND
SUBMISSION OF SAID DOCUMENTS TO THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT.
WHEREAS, the City Council of the City of Redding agreed, in concept, on
November 21, 2000,to contribute$100,000 to assist the Redding School District in the construction
of a new gymnasium at Juniper Academy; and
WHEREAS, $75,000 of the total contribution is designated as Community Development
Block Grant (CDBG) funds which require the amendment of the City's annual Action Plan; and
WHEREAS, the City Council of the City of Redding previously adopted Resolution No.
2000- 85 on May 2, 2000, accepting the 2000-01 Action Plan and authorizing its submittal to the
U.S. Department of Housing and Urban Development (HUD); and
WHEREAS, the City has prepared an amended Action Plan regarding a change in eligible
activities according to HUD specifications as to form and content; and
WHEREAS,following the required notices in accordance with law, the City Council of the
City of Redding has held a public hearing on the amended Action Plan; and
WHEREAS, the City Council has considered all public comments received regarding the
amended Action Plan; and
WHEREAS,the City Council has studied the certifications required by HUD in connection
herewith and has agreed to same.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as
follows:
1. The City Council does hereby approve the amendment of the 2000-01 Action Plan
to include the expenditure of$75,000 in CDBG Revolving Loan Funds to assist in
the construction of a new gymnasium at Juniper Academy.
2. The City Council does hereby direct the City Manager or his designee to sign the
appropriate funding and joint use agreements relative to the construction project.
3. The City Council does hereby direct the City Manager or his designee to sign all
necessary documents, including certifications, on behalf of the City and to forward
the amended Action Plan to the U.S. Department of Housing and Urban
Development.

meeting of the City Council of the City of Redding on the 2nd day of January 2001 and was duly
adopted at said meeting by the following vote:

t Parkview Neighborhood
As noted above, the new strategy identifies three key areas for special consideration. The
Parkview area shall receive immediate attention. The Redding Redevelopment Agency(RRA)
has appropriated $1.5 million for new construction and rehabilitation projects. Funds are
currently available on a "first-come, first served" basis for projects. In order to be more pro-
active, it was proposed to use as much as $750,000 of this money to immediately begin
acquiring key properties in the Parkview area as opportunities arise.
It was proposed and approved that the RRA use approximately $50,000 of the $1.5 million
referenced above to retain a consultant to master plan the entire Parkview Avenue corridor from
South Market Street to the Sacramento River. The idea is to acquire key properties and
redevelop this strategic corridor. The consultant has been hired and a completed neighborhood
Strategic Plan is anticipated by June 2000. To date five properties have been purchased. This
project, when coupled with the new Civic Center, will reinvigorate the neighborhood and
transform this area of the City. The Parkview neighborhood is in poor physical condition and
it will only get worse over time without some intervention. The City has an opportunity to
reverse that trend and turn the area around in a very short period of time.
_X_ Consistent with the draft Parkview Neighborhood Strategic Revitalization Plan,the City
proposes using$75,000 in Community Development Block Grant Revolving Loan Funds
(CDBG RLF) to assist the Redding School District in construction of a new gymnasium
at Juniper Academy. As a result of this community partnership,the new facility will offer
increased recreational opportunities for the neighborhood youth and further develop the
Academy as a multi-service center for the area. The $75,000 in CDBG RLF monies will
be directed toward the construction of the facility in compliance with HUD guidelines.
Code Enforcement
The new strategy also proposes additional resources (money and staff time) for code
enforcement activities to augment the City's current efforts. A strong and active code
enforcement program is essential to achieve the results that are desired in the target
neighborhoods mentioned above.
Downtown
The new strategy further outlines a proposed work program for the Redding Hotel. The City's
intent is to retain a valuable community asset and protect its $600,000+ investment in the
Market Street Demonstration Block. The City is currently working with the Christian Church
Homes of Northern California,a private non-profit affordable housing organization,to complete
a comprehensive assessment of the building and develop a long term solution to the problem.
Across the street from the Redding Hotel is the Cascade Theater which is in need of extensive
repair. The theater was recently purchased by a private investor for remodel. In staffs opinion,
The Redding Hotel and the Cascade Theater are critical to the success of the Demonstration
Block and the Downtown area generally. If done properly, the Redding Hotel can be a
tremendous boost to our efforts to revitalize Downtown.
