HomeMy WebLinkAboutReso 2002-103 - Retiring Leonard Wingate * . RESOLUTION NO. 2002-103 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING HONORING RETIRING CITY ATTORNEY W. LEONARD WINGATE AND COMMENDING HIS OUTSTANDING SERVICE AND CONTRIBUTIONS TO THE CITY OF REDDING WHEREAS, W. Leonard Wingate, a native of Berkeley, California, settled in Redding in 1967, after serving three years as a Captain in the United States Army; and WHEREAS,W.Leonard Wingate held the position of Shasta County Deputy County Counsel from 1967 to 1970; and thereafter he entered into private practice with the law firm of Wells, Wingate, Small & Graham, which association lasted over 20 years; and WHEREAS, prior to becoming City Attorney for the City of Redding in March 1995, W. Leonard Wingate was appointed City Attorney for the City of Anderson from 1970 to 1980, and the City of Shasta Lake from 1993 to 1995; and WHEREAS,during his tenure as Redding City Attorney, W. Leonard Wingate provided legal counsel to the City Council and staff, crucial in the development and/or completion of City projects such as: • Ten-year Financial Plan • Construction of Civic Center • SHASTEC and Buckeye Redevelopment Project Areas • New General Plan • Expansion of Redding Power Plant and Energy Assets • Lake Redding Bridge • Various Downtown Improvements • Turtle Bay Arboretum and Museum • Aquatic Center • Sports Complex • Annexation of two County Islands • Extension of Sacramento River Trail • South Bonnyview Bridge • Downtown Demonstration Block • RABA Maintenance Facility • New Library; and WHEREAS, W. Leonard Wingate has unselfishly given of his time for the betterment of the Redding community, serving as President of the Shasta County YMCA Board of Directors,Chair and Board Member of Catholic Healthcare West,Board Member of the Rotary Club of Redding from 1978 to 1980,past Secretary and President of the Lions Club from 1968 to 1976, and Past Board Member for Mercy Medical Center from 1987 to 1995. NOW,THEREFORE,BE IT RESOLVED that the City Council and the citizens of Redding wish W. Leonard Wingate well in all future endeavors and much success and happiness in his retirement enjoying endless rounds of golf, endless trails of biking, and endless miles of travel with Ruth, his wife of 42 years. 1 a. BE IT FURTHER RESOLVED that the City Council hereby commends W. Leonard Wingate for his dedication and exemplary service to the City of Redding and its citizens,and pays tribute to him as he retires on July 12, 2002. WE HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular meeting of the City Council of the City of Redding on the 2nd day of July, 2002, and was duly adopted at said meeting by the following vote: AYES: Council Members: Pohlmeyer, Stegall and Kight NOES: Council Members: None ABSTAIN: Council Members: None ABSENT: Council Members: Cibula and McGeorge .ut.
