A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
REVISING THE LEVEL OF FUNDING IN AGREEMENT NO.96-SNR-00110
FOR FUNDING OF THE OPERATION AND MAINTENANCE FOR
CENTRAL VALLEY PROJECT POWER FACILITIES,BY AND BETWEEN
THE FOLLOWING PARTIES:

SIERRA NEVADA CUSTOMER SERVICE REGION
CENTRAL VALLEY PROJECT, CALIFORNIA
hereinafter called Western
and
UNITED STATES DEPARTMENT OF INTERIOR
BUREAU OF RECLAMATION
MID-PACIFIC REGION
hereinafter called Reclamation
and
CENTRAL VALLEY PROJECT CUSTOMERS
hereinafter called Customers.
WHEREAS:
1. On February 18, 1997, by Resolution No. 97-32, the City Council entered into Agreement
No. 96-SNR-00110 for funding of the operation and maintenance for Central Valley Project
power facilities, which agreement has been amended from time-to-time.
2. Federal appropriations to finance Reclamation's operation and maintenance(O&M)activities
have been declining over the past several years; and federal appropriations to finance
Western's purchase power and wheeling activities may also decrease in the future.
3. To properly maintain Central Valley Project (CVP) power deliveries, and avoid deferred
maintenance, Western and Reclamation require an adequate and reliable source of funding
for the O&M activities.
4. In order to assure a predictable flow of funds for O&M activities of the CVP power facilities,
Western, Reclamation and Customers wish to continue support of the O&M Funding
Program that will provide a source of funds for the O&M of the CVP power facilities in the
fiscal years 2003-2005 time period and maximize the benefits from those facilities.

NOW,THEREFORE, BE IT RESOLVED that the City Council of the City of Redding
hereby authorizes the Electric Utility Director to approve on an ongoing basis Redding's annual
advance funding participation level up to thirty percent(30%)of Redding's annual power purchases
from Western (approximately $4.0 million). Any greater annual participation amount would be
brought back to the City Council for review and reconsideration.
I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at
a regular meeting of the City Council of the City of Redding on the 18th day of June, 2002, by the
following vote:
