RESOLUTION NO. 2002- 2-2-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
DETERMINING THAT A PROJECT AREA COMMITTEE IS NOT
NECESSARY AND AUTHORIZING THE CITY MANAGER OR THE CITY
MANAGER'S DESIGNEE TO CONSULT WITH RESIDENTS, BUSINESS
OWNERS AND COMMUNITY ORGANIZATIONS WITHIN THE
REDEVELOPMENT PROJECT CONCERNING THE PROPOSED CANBY-
HILLTOP-CYPRESS REDEVELOPMENT PLAN AMENDMENT
WHEREAS, during the course of implementation of the Canby-Hilltop-Cypress
Redevelopment Plan (the "Redevelopment Plan") by the Redding Redevelopment Agency (the
"Agency"), it has become apparent that in order to effectively redevelop the existing Canby-
Hilltop-Cypress Redevelopment Project Area (the "Project Area"), certain technical amendments
to the Redevelopment Plan are necessary and appropriate with respect to extending, as permitted
by state law, the deadline to commence eminent domain proceedings by twelve years; and
WHEREAS, the proposed Plan Amendment shall not add territory to the Project Area,
nor grant new authority to the Agency to acquire by eminent domain property on which a
substantial number of low and moderate income persons reside; and
WHEREAS, based on the foregoing, a Project Area Committee ("PAC") pursuant to
Health & Safety Code Section 33385.3 will not be formed in connection with the proposed Plan
Amendment; and
WHEREAS, while a PAC will not be formed, the City Council desires to continue to seek
active consultation with interested residents, business owners and community organizations in the
Project Area concerning the preparation, adoption and implementation of the proposed Plan
Amendment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Redding:
1. That the City Manager of the City of Redding or the City Manager's designee is
hereby authorized to consult with and obtain the advice of residents, business owners, and
community organizations within the Project Area in the manner provided in Health & Safety Code
Section 33385 not requiring formation of a statutory PAC.
2. That the City Manager of the City of Redding or the City Manager's designee
hereby authorize to consult with and obtain the advice of the residents, business owners, and
community organizations within the Project Area in the manner provided in Health & Safety Code
Section 33385 not requiring formation of a statutory PAC.

at a regular meeting of the City Council on the 19th day of February, 2002 by the
