RESOLUTION NO. ZOUZ- 7
A RESOLUTION OF THE CITY COUNCIL ADOPTING
A MITIGATED NEGATIVE DECLARATION AND MITIGATION MONITORING PLAN
FOR THE BUCKEYE 4MG RESERVOIR PROJECT
WHEREAS, the City of Redding Water Utility plans to develop a 4-million-gallon water storage tank
(Project)to complement operation of the Buckeye Water Treatment Plant in accordance with the Redding
Master Water Plan; and,
WHEREAS, an Initial Study has been prepared in accordance with Section 15063 of the California
Environmental Quality Act(CEQA) Guidelines, finding that the Project would not result in any significant
effects to the environment that cannot be mitigated; and
WHEREAS, based on the findings of the Initial Study, an environmental determination of Mitigated
Negative Declaration(MND) and Mitigation Monitoring Plan(MMP)have been prepared and circulated
for public review in accordance with Section 15072 of CEQA; and,
WHEREAS, on January 9, 2002, the Redding Board of Administrative Review (Board) held a duly
noticed public hearing to allow opportunity for public comment on the proposed environmental
determination,which resulted in the Board's recommending to the City Council adoption of the MND and
MMP with minor modifications in the wording to some of the Mitigation Measures to provide equal or
better results in achieving desired mitigation; and
WHEREAS, having satisfied the requirements of law governing preparation, content, and opportunity
for public review of the Project's environmental documents and having understood and disclosed the
Project's potential environmental effects and appropriate mitigation measures,the City Council wishes to
proceed with the Project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding does hereby
adopt the following findings:
1. Based on the whole record (including the Initial Study and all supporting documentation) and the
mitigation measures incorporated into the project,the City of Redding has determined that there is
no substantial evidence that the project will have a significant effect on the environment.
2. The Mitigated Negative Declaration, with its supporting documentation, reflects the independent
judgment and analysis of the lead agency, which is the City of Redding.
3. The wording changes recommended for Mitigation Measures Nos. 6 , 7, and 10 are determined to
be equal or more effective in reducing the potential for a significant effect than the original wording;
and the modified wording will create no more adverse effect than the original measures would have.
BE IT FURTHER RESOLVED that the City Council of the City of Redding does hereby adopt the
Mitigated Negative Declaration and Mitigation Monitoring Plan for the Buckeye 4MG Reservoir Project,
as attached hereto, and authorizes the project to proceed with incorporation of all mitigation measures.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular meeting of the
City Council of the City of Redding on the 5th day of February 2002 and was fully adopted at said meeting
by the following vote:
