HomeMy WebLinkAboutReso 2017-022 - CA FLAP grant RESOLUTION NO. 2017-022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO EXECUTE AND SUBMIT TO THE UNITED STATES DEPARTMENT OF TRANSPORTATION, CENTRAL FEDERAL LANDS HIGHWAY DIVISION, CALIFORNIA FEDERAL LANDS ACCESS PROGRAM APPLICATION WHEREAS, the United States Department of Transportation, Federal Highways Administration, through the Central Federal Lands Highway Division, issued the 2017 Call for Projects letter dated Jan 23, 2017 for its California Federal Lands Access Program (CA FLAP); and WHEREAS, the Access Program is administered by the Federal Highway Administration (FHWA) through the Central Federal Lands Highway Division (CFLHD) and requires a resolution certifying the approval of the application by the applicants governing board before submission of said application to the agency; and WHEREAS, the project provides access to and is adjacent to a Federal recreation site, and the City of Redding wishes to improve the Riverland parcel and access to the Sacramento River corridor, and WHEREAS, the City of Redding desires to apply for a CA FLAP grant and submit the 2017 Project Application Packet; and WHEREAS, if selected, the Applicant must enter into a Reimbursable Agreement (RA) in the amount of $10,000 within 45 days of the notification of selection to develop accurate scope, schedule, and budget for the project by the Central Federal Lands staff. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES RESOLVE HEREBY THAT: 1. The Applicant is hereby authorized and directed to apply for and submit to the United O States Department of Transportation, Central Federal Lands Highway Division the project proposal packet released January 2017. O 2. The Applicant agrees to complete the Proposed Project Endorsement form certifying sufficient maintenance funds will be provided for the life of the constructed facility. 3. If applicable, the project will comply with any laws and regulations including, but not limited to, the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), legal requirements for building codes, health and safety codes, disabled access laws, and, that prior to commencement of construction, all applicable permits will have been obtained. 4. The City Council authorizes the City Manager, or his designee, to execute in the name of the Applicant the CA FLAP project proposal packet and the CA FLAP grant documents as required by the Agency for participation in CA FLAP.
