HomeMy WebLinkAboutReso 2017-009 - Emergency Construction RESOLUTION NO. 2017- 009 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE CITY MANAGER TO AWARD EMERGENCY CONSTRUCTION CONTRACT(S) TO REPAIR, RESTORE AND REOPEN KESWICK DAM ROAD AND REPAIR ANY ASSOCIATED DAMAGES TO THE CITY'S WATERLINES AT SULFER CREEK (APPROXIMATELY 0.5 MILES WEST OF LAKE BOULEVARD) WHEREAS, Public Contract Code section 22050 provides that, in the case of emergency, a public agency may repair or replace a public facility, take any directly related and immediate action required by that emergency, and procure the necessary equipment, services, and supplies for those purposes without giving notice for bids to let contracts; and WHEREAS, on February 6th a high intensity rain even occurred in north Redding that caused the 36-inch culvert carrying Sulfur Creek under Keswick Dam Road to exceed its capacity; and WHEREAS, The additional storm water from Sulfur Creek overtopped the roadway causing a failure of the downstream embankment fill and causing the collapse of a 12" water main contained within the fill; and WHEREAS, the resulting damage from the Sulfur Creek and the 12" water line has caused extensive damage to and forced the closure of Keswick Dam Road, an important regional arterial in north Redding; and WHEREAS, the resulting damage to the roadway fill threatens a 30-inch transmission waterline providing the only transport of treated water from the Buckeye Water Treatment Plant to the City of Redding; and WHEREAS, the resulting damage to the roadway fill threatens a PG&E gas distribution line providing natural gas to homes and businesses in north Redding; NOW,THEREFORE, BE IT RESOLVED THAT: 1. The City Council of the City of Redding finds that the recitals set forth above are true and correct. 0 2. The public interest and necessity require the immediate expenditure of public money to J protect and restore essential roadway and utility infrastructure. 1 3. The City Council of the City of Redding authorizes the City Manager to award emergency g construction contract(s) to repair, restore and reopen Keswick Dam Road and repair any associated damages to the City's waterlines at Sulfur Creek (approximately 0.5 miles west of Lake Boulevard). 4. The action authorized herein shall be reviewed by the City Council at its regular meeting of February 21, 2017. *** See PCC 22050(c)(1) for this requirement.
