HomeMy WebLinkAboutMinutes - City Council - 2016-10-18129 Redding City Council, Regular Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 October 18, 2016, 6:00 PM The meeting was called to order by Mayor Missy McArthur with the following Council Members present: Gary Cadd, Kristen Schreder, Francie Sullivan, and Brent Weaver. Also present were: City Manager Kurt Starman, City Attorney Barry E. DeWalt, Assistant City Manager/Electric Utility Director Barry Tippin, Deputy City Manager Greg Clark, Public Works Director Brian Crane, City Treasurer Allyn Feci Van Hooser, City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton. The City Manager introduced Department Directors that were in attendance: Personnel Director Sheri DeMaagd, Fire Chief Gerry Gray, Finance Director Dennice Maxwell, Community Services Director Kimberly Niemer, Police Chief Robert Paoletti, Information Technology Director Tony Van Boekel, and Development Services Director Larry Vaupel. The Pledge of Allegiance to the Flag was led by Fire Chief Gerry Gray. The Invocation was provided by Carolyn Warnemuende, Spiritual Director, Unity in Redding. PRESENTATION 2A. Presentation of City of Redding Employee Service Recognition Awards [P-100] Personnel Director DeMaagd highlighted the City of Redding Internal Communication, incorporated herein by reference, that listed the 67 employees who have achieved the milestone of 15, 20, 25, 30, and 35 years of service to the City of Redding. On behalf of the City of Redding, she expressed appreciation for their commitment to public service, the community, and the City. She noted that Department Directors will present the remaining service awards to those unable to attend the City Council meeting. Mayor McArthur presented service awards to the following employees that were present: 15 -years — Mark Haddad (Assistant Director of Redding Electric Utility); 20 - years — Kimberly Niemer (Community Services Director); and 25 -years — Kurt Starman (City Manager). The City took no action on this informational item. On behalf of the entire City Council, Mayor McArthur stated that, in honor of Domestic Violence Awareness month and national news headlines, the Council is against any form of sexual predator behavior and opposes domestic violence. Mayor McArthur noted that Thursday, October 20, 2016, is "Think Pink Day" in the City of Redding honoring breast cancer survivors and the prevention of breast cancer; and encouraged citizens to support the cause and take part in the many activities within the community. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to Redding City Council (staff report) is incorporated herein by reference: 4(a). Approve Minutes —Regular Meeting of October 4, 2016. [A-050-060] 10/18/2016 130 4(b). Approve Payroll and Accounts Payable Register [A-050-100-500] Approve: (1) Accounts Payable Register No. 7 for the period of October 1, 2016, through October 14, 2016, for a total of $4,849,495.22 for check numbers 119566 through 119948, inclusive, ACH Transfer numbers 13011 through 13031, inclusive, and Wire Transfer numbers 6519 through 6552, inclusive; and (2) Payroll Register No. 8 for the period of September 25, 2016, through October 8, 2016, in the amount of $2,928,277.63, for electronic deposit transaction numbers 424966 through 425870, inclusive, and check numbers 602431 through 602454, inclusive; SUMMARY TOTAL: $7,777,772.85 4.1(a). Adopt Resolution No. 2016-112, a resolution of the City Council of the City of Redding declaring the property located at 1313 and 1371 California Street surplus, subject to the retention of any easements deemed necessary for utility service. [C-070-200] 4.5(a). Authorize the following relative to Bid Schedule No. 4838, 15kV Cable: (1) reject the two apparent low bids from Southwire Company, LLC and Anixter, Inc.; (2) award to The Okonite Company in the amount of $225,293.40 for purchases of underground cable and devices (includes 15kV cable, underground switches, secondary cable, connectors, and cable accessories); and (3) authorize the Purchasing Officer to extend the bid award annually with The Okonite Company through October 31, 2021, if mutually agreeable, with all terms and conditions remaining the same and prices adjusted up or down according to Platt's Metals Week. [B-050-020] 4.5(b). Authorize the following relative to Bid Schedule 4842, Redding Electric Utility Headquarters North Parking Lot Project: (1) award to SnL Group, Inc., in the amount of $774,390; and (2) authorize the City Manager, or his designee, to approve project construction change orders up to a not -to -exceed total of $75,000. [B -050-020/C-050-210] 4.5(c). Accept the Redding Electric Utility Monthly Financial Report and Industry Update for August 2016. [B-130-070] 4.6(a). Adopt Resolution No. 2016-113, a resolution of the City Council of the City of Redding authorizing the City to apply for grant funds through the California Department of Parks and Recreation, Youth Soccer and Recreation Development Program grant for an amount up to $500,000; and authorize the City Manager to execute all documents necessary to apply for the grant and execute any agreements necessary to implement the project should the grant be awarded. [G -100-170/P-050] 4.6(b). Approve First Amendment to the Memorandum of Understanding (C-6532) with Colt 45s for maintenance and security services at Tiger Field for the period July 1, 2015, through June 30, 2018 to include scheduling at Tiger Field; and authorize the City Manager to execute said Amendment. [P-050-600-250] 4.9(a). Accept funding from the U.S. Department of Justice Bulletproof Vest Partnership Program in the amount of $25,130. [G -100 -070/P -150-150/B-130-0701 In response to Mayor McArthur's question, Redding Police Lieutenant Bill Schueller stated that old vest cannot be recycled and, by law, must be physically destroyed. 4.9(b). Approve donation of up to five surplus police vehicles to Shasta College for its Security Department. [P-150-150] 4.10(a).Accept the General Fund Monthly Financial Report for August 2016. [B-130-070] 10/18/2016 131 4.11(b).Authorize the Public Works Director to sign a Cooperative Work Agreement requesting an extension of preliminary engineering federal funding for an additional two years for five bridges within the Highway Bridge Program. [G -100-070/S-070-050] 4.11(c).Adopt Resolution No. 2016-114, a resolution of the City Council of the City of Redding authorizing use of the "Standard Specifications for Public Works Construction" 2015 Edition, and its future supplements, as well as authorize the Public Works Director to approve the use of future supplements to the 2015 edition as they are published. [A-050-300] 4.11(d).Accept Bid Schedule No. 4774 (Job No. 2429), Churn Creek Road Widening Project, awarded to Tullis, Inc., as satisfactorily complete, with a final cost of $729,722.95. [B -050-020/S-070-100] 4.11(g).Accept Bid Schedule No. 4830 (Job No. 2993-56), Hemingway Street Sewer Repair, awarded to Eddie Axner Construction, Inc., as satisfactorily complete, with a final cost of $46,648.89. [B -050-020/W-020-575] A MOTION WAS MADE by Council Member Weaver, seconded by Council Member Sullivan, that the foregoing items on the Consent Calendar be accepted, acknowledged, adopted, approved, and/or authorized as recommended. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS. BOARDS, COMMISSIONS AND COMMITTEES 9A. Oral Update Regarding Development Impact Fees [F -205-600/T-080-400] City Manager Starman provided a brief overview of the services provided by Parks, Fire, Water, Wastewater & Traffic Development Impact Fees. In response to Council Member Sullivan, Mr. Starman agreed that mitigation of CEQA requirements is an important factor. He also noted that during the recession, one-time resources including Federal stimulus money was used to backfill the fee reductions. Public Works Director Crane provided a PowerPoint presentation, incorporated herein by reference, outlining the purposes for and calculation of the City of Redding's Development Impact Fees provide. The City Council took no action on this informational item. 9.6(c). Ordinance - Amending Development Agreement (C-5136) with Palomar Builders, Inc., and MCG LP; and Resolution — 52nd Amendment to City Budget Resolution No. 2015-057 [ B -130 -070/S -101-102/P-050] Community Services Director Niemer summarized the Report to Redding City Council (staff report), incorporated herein by reference. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Sullivan, to: (1) Offer Ordinance No. 2556, an ordinance of the City Council of the City of Redding, approving the Fourth Amendment to the Development Agreement (C-5136) with Palomar Builders, Inc., and MCG LP for Highland Park Tentative Subdivision Map (S-18-05) and Planned Development (PD -9-05) relative to reimbursement for project expenses exceeding fee credits for first reading by title 10/18/2016 132 only and waive the full reading; and (2) adopt Resolution No. 2016-115, a resolution of the City Council of the City of Redding, approving and adopting the 52nd Amendment to City Budget Resolution No. 2015-057 appropriating $10,000 and re - appropriating $74,120 from the Rivercrest Park Project to fund the construction of Phase 2 of Highland Park. Oral report on the 2016 Community Creek Clean -Up and Parke Diem [A-050-110] Community Services Niemer provided a PowerPoint presentation, incorporated herein by reference, highlighting the following annual events: (1) Community Creek Clean -Up on October 1, 2016, along the Sacramento River; and (2) Parke Diem, a neighborhood event with residents and Rotarians working together at the Benton Dog Park and Mary Lake on October 8, 2016. She thanked the many sponsors, volunteers, and community members that made all of these events possible. The City Council took no action on this informational item. 9.7(a). Modification to Credit Card Acceptance Guidelines [A-050-100-600] City Treasurer Van Hooser provided an overview of the Report to Redding City Council (staff report), incorporated herein by reference. Ms. Van Hooser related that changes in the guidelines are necessary due to significant increases in credit card processing fees for some transactions. She thanked the City of Redding Treasurer's Office and Redding Electric Utility staff members for their assistance with identifying the source of the increased charges and noted that the potential savings to City of Redding customers is approximately $250,000. The main changes include: (1) eliminating acceptance of American Express due to higher processing fees; and (2) eliminating acceptance of MasterCard for commercial utility accounts. A MOTION WAS MADE by Council Member Sullivan, seconded by Council Member Weaver, to accept the report on the updated Credit Card Acceptance Guidelines with changes effective January 2017 or as soon thereafter as possible. The Vote: Unanimous Ayes. 9.11(f).Status Report of the formation of a Redding Groundwater Basin Groundwater Sustainability gency [A-050-300] Public Works Director Crane highlighted the Report to Redding City Council (staff report) and provided a PowerPoint presentation, both incorporated herein by reference. A MOTION WAS MADE by Council Member Weaver, seconded by Council Member Sullivan, to accept the report on the status of the formation of a Redding Groundwater Basin Groundwater Sustainability Agency. The Vote: Unanimous Ayes. PUBLIC COMMENT [A-050-060] Vernon Price invited the Council and the community to an event at the Shasta Community College entitled Human Library/Don't Judge a Book by Its Cover to be held on Thursday, October 20, 2016, 1-4:30 p.m. in the library. He noted that he is entering into litigation relative to theft of items from the Rescue Mission. 10/18/2016 133 COUNCIL TRAVEL REPORTS) City Council Member attendance at conference/meetings reimbursed at City expense {Requirement of Assembly Bill 12341 [L-040-150] Council Member Cadd attended the following League of California Cities' meetings on October 5-7, 2016: (1) Transportation, Communication & Public Works Policy Committee Meeting held at the Hyatt Regency Long Beach; (2) Sacramento Valley Division Membership Meeting Luncheon held at the Hyatt Regency Long Beach; and (3) 2016 Annual Conference held at the Lang Beach Convention Center. [E-120-400] Vice Mayor Weaver attended the Northern California Power Agency's 2016 Annual Conference in Olympic Valley, California, September 21-23, 2016. [L-040-150] Mayor McArthur attended the League of California Cities Annual Conference held at the Long Beach Convention Center in Long Beach, California, on October 5-7, 2016. [A-050-250-074] Council Member Schreder attended the Lloyd Pendleton presentation of "Housing First: A Solution to Homelessness" on October 10, 2016, at the Bidwell Presbyterian Church in Chico, California. POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS [P-150-150] At Mayor McArthur's suggestion, Council agreed to direct staff to return to the next Council Meeting in open session with an update on the status of the Redding Police Department utilizing body cameras. CLOSED SESSION At the hour of 7:36 p.m., Mayor McArthur announced that the Council would adjourn to Closed Session. At the hour of 8:10 p.m., Mayor McArthur reconvened the Regular Meeting to Open Session and reported that in reference to: 13A.
