HomeMy WebLinkAboutMinutes - City Council - 2016-06-20 - Special Meeting77 Redding City Council, Special Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 June 20, 2016, 5:15 PM The meeting was called to order at 6:20 p.m. by Mayor Missy McArthur with the following Council Members present: Gary Cadd, Kristen Schreder, Francie Sullivan, and Brent Weaver. Also present were: City Manager Kurt Starman, Assistant City Manager/Electric Utility Director Barry Tippin, City Attorney Barry E. DeWalt, Deputy City Manager Greg Clark, Community Services Director Kim Niemer, City Clerk Pamela Mize, and Executive Assistant Anette Cates. By a Council consensus, item nos. 2 and 3 were presented out of agenda order. 3. Library Services Agreement with Library Systems and Services, LLC - Administration and Operations of the Shasta Public Libraries [L-050] Community Services Director Niemer provided an overview of the Report to Redding City Council (staff report), incorporated herein by reference, and recommended that subject to the Redding Municipal Library Board's approval, the Council approve a Library Services Agreement (C-4556) with Library Systems and Services, LLC for administration and operation of the Shasta Public Libraries for a five-year term with automatic renewals after the initial five-year term; and authorize the City Manager to execute the Agreement. A MOTION WAS MADE by Council Member Weaver, seconded by Council Member McArthur, to approve a Library Services Agreement (C-4556) with Library Systems and Services, LLC for administration and operation of the Shasta Public Libraries for a five-year term with automatic renewals after the initial five-year term; and authorize the City Manager to execute the Agreement. The Vote: Unanimous Ayes. 2. Purchase and Sale Agreement with the Redding Area Bus Authority — Regarding City -owned property located at 1501 Shasta and 1346 California Streets (Assessor's Parcel Nos. 101-480-017 and -037) [C -070-200/R-010] Vice Mayor Weaver recused himself due to property ownership within close proximity and left the room. Assistant City Manager Tippin summarized the Report to Redding City Council (staff report), incorporated herein by reference, and recommended that the City Council approve a Purchase and Sale Agreement between the City of Redding and the Redding Area Bus Authority to facilitate the sale of the City -owned properties at 1346 California Street and 1501 Shasta Street; and authorize the Mayor to execute the Purchase and Sale Agreement and all related documents. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Sullivan, to: (1) approve a Purchase and Sale Agreement between the City of Redding and the Redding Area Bus Authority to facilitate the sale of the City -owned properties at 1346 California Street and 1501 Shasta Street; and (2) authorize the Mayor to execute the Purchase and Sale Agreement and all related documents.
