Also present were: City Manager Kurt Starman, City Attorney Barry E. DeWalt, Assistant City Manager/Electric Utility Director Barry Tippin, Deputy City Manager Greg Clark, Personnel Director Sheri DeMaagd, City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton. The City Manager introduced Department Directors that were in attendance: Information Technology Director Dave Allen, Fire Chief Gerry Gray, Finance Director Dennice Maxwell, Community Services Director Kim Niemer, Police Chief Robert Paoletti, and Development Services Director Larry Vaupel. The Pledge of Allegiance to the Flag was led by Fire Chief Gerry Gray. The Invocation was provided by Redding Fire and Police Department Chaplain Debbie Ivey. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to Redding City Council (staff report) is incorporated herein by reference: 4(a). Approve Minutes — Regular Meeting of April 19, 2016. [A-050-060] 4(b). Approve Payroll and Accounts Payable Register. [A-050-100-500] Approve: (1) Accounts Payable Register No. 20 for the period of April 16, 2016, through April 29, 2016, for a total of $8,684,315.44, for check numbers 114600 through 114973, inclusive, ACH Transfer numbers 12657 through 12688, inclusive, and Wire Transfer numbers 6166 through 6187, inclusive; and (2) Payroll Register No. 22 for the period of April 10, 2016, through April 23, 2016, in the amount of $2,942,659.00, for electronic deposit transaction numbers 413668 through 414532, inclusive, and check numbers 601873 through 601920, inclusive; SUMMARY TOTAL: $11,626,974.44. 4(c). Accept the Treasurer's Report for the month of March 2016. [A-050-100-600] 4(d). Accept the Proof of Cash reconciliation and ACR133 report for March 2016. [F-205-095-650] 4(e). Adopt Ordinance No. 2545, an ordinance of the City Council of the City of Redding, amending Redding Municipal Code Title 1 (General Provisions), Chapter 1.15 (Abatement of Properties, Buildings and Conditions) by repeal of Section 1.15.100 (Dangerous Buildings -Violation) and amendment to Section 1.15.170 (Substandard Buildings, Public Nuisances and Blighted Conditions -Violation) relating to the consolidation of penalty provisions for immediately dangerous, dangerous, and substandard buildings, public nuisances and blighted properties. [C -110-100/A-030] 4(f). Adopt Ordinance No. 2546, an ordinance of the City Council of the City of Redding amending Redding Municipal Code Title 6 (Business Taxes, Licenses and Regulations) to repeal and reenact Chapter 6.36 (Handbills). [C-110-100] 4.1(a). Accept the Project Status Report for April 2016. [A-050-080] 05/03/2016 4.11(a).Authorize: (1) the Mayor to execute a Cooperative Agreement (C-6870) with the California Department of Transportation, including any extensions or amendments; and (2) adopt Resolution No. 2016-046, a resolution of the City Council of the City of Redding approving and adopting the 31st Amendment to City Budget Resolution No. 2015-057 appropriating funds in the amount $376,000 for the State Route 273Branstetter Lane Median Project. [B -130 -070/S -050-100/S-070-100] 4.11(b).Authorize the City Manager to award Bid Schedule No. 4811 (Job No. 2993), Castle Court Sewer Repair Project, to the lowest responsive bidder for an emergency repair that includes installation of less than 20 linear feet of eight -inch PVC sewer pipe in the approximate amount of $25,000. [B -050-020/W-020-575] 4.11(c).Authorize the following action relative to Bid Schedule No. 4808 (Job No. 2996), Clear Creek Wastewater Treatment Plant Blower Building HVAC Replacement Project: (1) award the project to The Builder Inc., in the amount of $99,000 for upgrading the existing cooling unit; (2) approve an additional $20,000 to cover the cost of contract administration and inspection fees; (3) approve $15,000 to provide construction contingency funding; and (4) authorize the City Manager to approve additional increases, in either the construction management or construction contingency amounts, up to a total of $15,000, for a grand total of $149,000. [B -050-020/W-010-450] 4.11(d).Approve the purchase of a Ford F550, four-wheel-drive with gasoline motor, outfitted with a Titan 16 bed and an Autocrane 3203PRX-HW service crane from Crown Motors in the amount of $87,011.93, for the City's Wastewater Collection Division. [B -050-100/W-020] A MOTION WAS MADE by Council Member Cadd, seconded by Council Member Weaver, that the foregoing items on the Consent Calendar be accepted, acknowledged, adopted, approved, and/or authorized as recommended. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS, COMMISSIONS AND COMMITTEES 9.1(b). Economic Development Incentive Agreement with Lassen Canyon Nursery [E-050] City Manager Starman highlighted the Report to Redding City Council (staff report), incorporated herein by reference, and recommended that the City Council approve an Economic Development Incentive Agreement with Lassen Canyon Nursery, and authorize the City Manager (or his designee) to execute the Agreement in the sum of $3,000 per full-time employee for 20 full-time employees. A MOTION WAS MADE by Council Member Sullivan, seconded by Council Member Cadd, to approve an Economic Development Incentive Agreement (C-6871) with Lassen Canyon Nursery, and authorize the City Manager (or his designee) to execute the Agreement in the sum of $3,000 per full-time employee for 20 full-time employees. The Vote: Unanimous Ayes. 9.15(a).Resolution Establishing a City of Redding Master Employeey Schedule [P-100-320] Personnel Director DeMaagd summarized the Report to Redding City Council (staff report), incorporated herein by reference, and recommended that the City Council adopt a resolution establishing a City of Redding Master Employee Pay Schedule confirming the pay rates/ranges for all City of Redding established positions. 05/03/2016 59 A MOTION WAS MADE by Council Member Cadd, seconded by Council Member Sullivan, to adopt Resolution No. 2016-047, a resolution of the City Council of the City of Redding establishing and approving a City of Redding Master Employee Pay Schedule confirming the pay rates/ranges for all City of Redding established positions. At the hour of 6:24 p.m., Mayor McArthur reconvened the Closed Session to Open Session and reported that in reference to: 13A.
