HomeMy WebLinkAboutMinutes - City Council - 2016-03-1536 Redding City Council, Regular Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 March 15, 2016, 6:00 PM The meeting was called to order by Mayor Missy McArthur with the following Council Members present: Gary Cadd, Kristen Schreder, Francie Sullivan, and Brent Weaver. Also present were: City Manager Kurt Starman, City Attorney Barry E. DeWalt, Deputy City Manager Greg Clark, Public Works Director Brian Crane, Personnel Director Sheri DeMaagd, City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton. The City Manager introduced Department Directors that were in attendance: Fire Chief Gerry Gray, Community Services Director Kim Niemer, City Treasurer Allyn Van Hooser, and Development Services Director Larry Vaupel. The Pledge of Allegiance to the Flag was led by Lea Tate. The Invocation was provided by Lynn Fritz, Native American Tradition as a Karuk Tribal Descendant/Shasta County Interfaith Forum Chair. PRESENTATIONS 2A. Mayor's Proclamation presented to Eddie McAllister on behalf of the Vietnam Veterans of America, Chapter No. 357 declaring March 30, 2016, as Welcome Home Vietnam Veterans Day in the City of Redding [A-050-060-600] The City Council took no action on this informational item. 2B. Presentation by the American Red Cross regarding the Home Fire Preparedness Campaign. [P-150-070] Fire Chief Gerry Gray provided background information relating to the City of Redding being chosen to participate in the American Red Cross' Home Fire Preparedness Campaign to be held on Saturday, March 26, 2016. On behalf of the American Red Cross, Julieth Arcos provided a PowerPoint presentation, incorporated herein by reference, describing the Home Fire Preparedness Campaign along with the many services offered locally and globally by the American Red Cross. The City Council took no action on this informational item. 2C. Presentation Regarding the Local Youth Firesetter Prevention & Intervention Program. [P-150-070] On behalf of the Youth Violence Prevention Council and the Shasta Arson Task Force, Redding Fire Prevention Investigator Patrick O'Connor provided a PowerPoint presentation and distributed a fact sheet to the Council Members, both incorporated herein by reference, highlighting the Local Youth Firesetter Prevention & Intervention Program. The City Council took no action on this informational item. 2D. Mayor's Proclamation presented to University Preparatory High School Team One recognizing the following members: Christopher Huebner (Team Captain), Melia Matthews, Beau Forest, Erick Blankenberg, Luke Blankenberg, Coaches Cory Poole and Brian Murphy, as the 2016 Redding Regional Science Bowl Winners; and thanking the local businesses, organizations, and individuals that contributed to the community event. [A -050-125/A-050-060] The City Council took no action on this informational item. 03/15/2016 37 CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to Redding City Council (staff report) is incorporated herein by reference: 4(a). Approve Minutes — Regular Meeting of February 16, 2016; Regular Meeting of March 1, 2016; and Special Meeting of March 8, 2016. [A-050-060] 4(b). Approve Payroll and Accounts Payable Register. [A-050-100-500] Approve: (1) Accounts Payable Register No. 17 for the period of March 1, 2016, through March 11, 2016, for a total of $5,316,239.01, for check numbers 113180 through 113601, inclusive, ACH Transfer numbers 12544 through 12566, inclusive, and Wire Transfer numbers 6103 through 6119, inclusive; and (2) Payroll Register No. 18 for the period of February 14, 2016, through February 27, 2016, in the amount of $2,746,641.81, for electronic deposit transaction numbers 410236 through 411094, inclusive, and check numbers 601729 through 601772, inclusive; SUMMARY TOTAL: $8,062,880.82. 4.2(a). Adopt Resolution No. 2016-029, a resolution of the City Council of the City of Redding declaring April as Fair Housing Month in the City of Redding. [A -050-060-600/G-100-030-150] 4.4(a). Accept the 2015 General Plan/Housing Element Annual Progress Report and direct staff to forward the document to the Governor's Office of Planning and Research and the State Department of Housing and Community Development. [G-030-070] 4.5(a). Accept the Redding Electric Utility Monthly Financial Report for January 2016. [B-130-070] 4.5(c). Approve the purchase of two replacement electric line vehicles with aerial devices from the National Joint Purchasing Alliance in the amount of $260,000 (including tax, license fees, and shipping). [B -050-100/E-090] 4.5(d). Accept Bid Schedule No. 4750 (Job No. 4004-20), Steel Pole Foundations for the Eureka Way/Sulphur Creek Transmission Line, awarded to Statewide Traffic Safety & Signs, Inc., as satisfactorily complete with a final cost of $86,336.25. [ B -050-020/E-090-160] 4.10(a).Accept the General Fund Monthly Financial Report for January 2016. [B-130-170] 4.11(a).Authorize the following relative to the Placer Street Improvement Project: (1) accept Federal Active Transportation Program construction funds for improvements along Placer Street, between the western city limits and Highland Avenue; and (2) adopt Resolution No. 2016-030, a resolution of the City Council of the City of Redding approving and adopting the 26th Amendment to City Budget Resolution No. 2015- 057 appropriating $2,296,000 for Fiscal Year 2015-16. [B -130 -070/G -100 -030 -700/A -050-300/S-070-1001 4.11(b).Approve Lease Agreement with Bruce Dean for Executive Hangar No. 5 at the Redding Municipal Airport for the period of March 16, 2016, through March 31, 2017, at an initial rate of $700 per month, and authorize the Mayor to execute the agreement. [C -070-100/A-090-1001 4.11(c).Accept Bid Schedule No. 4723 (Job No. 2428), East Cypress Median Project, awarded to The Builder, Inc., as satisfactorily complete, with a final cost of $196,558.43. [B-050-020/5-070] 03/15/2016 Im 4.11(d).Approve the following actions: (1) authorize the Public Works Director to submit an Application for a Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grant for the Oasis Road/Interstate 5 Interchange Project; (2) direct staff to request a letter of support from the Shasta Regional Transportation Agency (SRTA) and other local partners; and (3) authorize the Mayor to sign a letter of support relative to SRTA's TIGER Discretionary Grant Application for a project to replace the Interstate 5 bridge over the Union Pacific Railroad in Anderson. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS BOARDS, COMMISSIONS AND COMMITTEES 9.2(b). Memorandum of Understanding with Northern Valley Catholic Social Service (NVCSS) to Provide Short -Term Continuum of Care (CoC) Consultant Services [G-100-030] Deputy City Manager Clark provided an overview of the Report to Redding City Council (staff report), incorporated herein by reference, and recommended that the City Council authorize the City Manager or his designee to negotiate and execute an Agreement with NVCSS to provide short-term CoC consultant services utilizing Community Development Block Grant funds in an amount not to exceed $20,000. Vernon Price supported the Council approving an agreement with NVCSS for short term CoC consultant services. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Sullivan, to authorize the City Manager or his designee to negotiate and execute an Agreement with NVCSS to provide short-term CoC consultant services utilizing Community Development Block Grant funds in an amount not to exceed $20,000. The Vote: Unanimous Ayes. 9.11(e).2016 Water Conservation Report and Direction Regarding 2016 Water Transfer Agreements [W-030-075] Public Works Director Brian Crane highlighted the Report to Redding City Council (staff report), provided a PowerPoint presentation, both incorporated herein by reference, and recommended that the City Council accept the report on the Redding Water Utility 2015 and 2016 water allocation, demand, and conservation efforts and authorize the City Manager to approve potential 2016 water transfer agreements. A MOTION WAS MADE by Mayor McArthur, seconded by Vice Mayor Weaver, to: (1) accept the report on the Redding Water Utility 2015 and 2016 water allocation, demand, and conservation efforts; and (2) authorize the City Manager to approve potential water transfer agreements in the future. The Vote: AYES: Council Members — Schreder, Sullivan, Weaver, and McArthur NOES: Council Members - Cadd ABSTAIN: Council Members - None ABSENT: Council Members - None PUBLIC COMMENT [A-050-250-074] Vernon Lee Price requested support for legislation assisting the homeless and opined that there should not be any ill will towards homeless people. 03/15/2016 39 [A-050-060] On behalf of Comfort Keepers, Jerry Kea invited the Council and community to participate in its Feed Seniors Now Food Drive. [A-050-060] Dale Ball, Shasta Support Services, opined that is has been almost one year since the group's inception and opined that the City Council and community members should assist with cleaning up the community. [P -150-150/A-050-060] Donnie Ferguson opined that he was victimized by the Redding Police Department and expressed frustration with his requests for information. COUNCIL TRAVEL REPORTS) City Council Member attendance at conference/meetings reimbursed at City expense {Requirement of Assembly Bill 12341 [W-030] Mayor McArthur attended the Northern California Water Associations' 24`h Annual Meeting in Chico, California, on March 4, 2016. CLOSED SESSION At the hour of 7:23 p.m., Mayor McArthur announced that the Council would adjourn to Closed Session. At the hour of 8:40 p.m., Mayor McArthur reconvened the Closed Session to Open Session and reported that in reference to: 13A. Closed session pursuant to California Government Code Section 54957.6: CONFERENCE WITH LABOR NEGOTIATOR Designated Agency Representative: Personnel Director DeMaagd Employee Organizations: 1. Redding Independent Employees' Organization -Clerical, Technical and Professional Employees' Unit (RIEO-CTP); and 2. Redding Peace Officers' Association (RPDA). [P -100-050-170/P-100-050-127] The City Council took no reportable action on this item. Pursuant to Government Code Section 54957.1(a)(6), the matter is not reportable unless an agreement concluding labor negotiations is final and has been accepted by the other party.
