Also present were: City Manager Kurt Starman, Assistant City Manager/Electric Utility Director Barry Tippin, City Attorney Barry E. DeWalt, Deputy City Manager Greg Clark, Fire Chief Gerry Gray, Police Chief Robert Paoletti, City Clerk Pamela Mize, and Assistant City Clerk Teresa Rudolph. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS BOARDS, COMMISSIONS AND COMMITTEES 2. Presentation Re a�je the Tier 0 Recommendations Contained Within the Public Safety Blueprint Study [P-150] City Manager Kurt Starman provided an overview of the Report to City Council dated March 8, 2016, incorporated herein by reference, concerning the Implementation Team's review and analysis of the Tier 0 recommendations contained in the Public Safety Blueprint Study. Mr. Starman related that, in addition to himself, the Implementation Team is comprised of the following individuals: Shasta County Board of Supervisor Leonard Moty, Shasta County Executive Officer Larry Lees, Shasta County Sheriff Tom Bosenko, Redding City Council Member Brent Weaver, Redding Police Chief Robert Paoletti, and Redding Fire Chief Gerry Gray. Mr. Starman stated that the Implementation Team continues to meet to analyze the Tier 1 through Tier 5 recommendations. Its next report is anticipated to be submitted as early as April. Before presenting the analysis on the Tier 0 recommendations, Mr. Starman outlined the City Council's accomplishments during 2015 relative to public safety: Added four additional police officers to provide for the creation of a neighborhood policing unit which currently has six assigned officers; Enhanced the Code Enforcement Program using two retired annuitants, with the focus being illegal encampments, vacant buildings, and hotels/motels; Adopted a two-year budget which provided general fund monies to retain five police officer and nine firefighter positions which were previously grant funded; Allocated funding to expedite the replacement of police vehicles; Y Completed the new police facility; y Worked, in conjunction with the County of Shasta and the City of Anderson, on the replacement of the Police Department's records management system; Replaced all police radios to provide dual -band capability; Enacted regulations to assist public safety, i.e., sit/lie ordinance and shopping cart ordinance; Partnered with the Colt 45s to maintain Tiger Field and provide private security at South City Park; Commenced the rebuilding of the Neighborhood Watch Program utilizing volunteers and limited staff time; y Worked with community stakeholders, such as Redding Crime Watch, Stand Up Redding; Commenced work on a reserve officer program to augment the police force; Y Implemented an Adopt -a -Block Program in downtown Redding; Y Commenced development of a program to increase periodic inspections of hotels/motels; Commenced work with affected labor units to utilize body cameras; and ➢ Implemented bicycle patrols on Hilltop Drive and the downtown area. 03/08/2016 35 Shasta County Sheriff Tom Bosenko, Redding Police Chief Robert Paoletti, and Redding Fire Chief Gerry Gray outlined the Public Safety Blueprint Study's Tier 0 recommendations and the Implementation Team's associated responses affecting their respective departments. It was pointed out that the Implementation Team's proposed course of action represented the view of the Implementation Team as a whole and that all items have either a hard or soft cost associated with implementation. A discussion amongst the City Council ensued. It was the consensus of the City Council to accept the Implementation Team's proposed course of action relative to the Public Safety Blueprint Study's Tier 0 recommendations. It was noted that many of the items will be further discussed, particularly with regard to funding, in the Tier 1 through Tier 5 analysis. A MOTION WAS MADE by Council Member Weaver, seconded by Council Member Schreder, to: (1) accept the presentation and the Implementation Team's proposed course of action relative to the Public Safety Blueprint Study's Tier 0 recommendations; (2) direct the Implementation Team to assess the progress being made on the recommendations in August 2016; and (3) provide a status update in a public forum in either November or December.
