The meeting was called to order by Mayor Missy McArthur with the following Council
Members present: Gary Cadd, Kristen Schreder, Francie Sullivan, and Brent Weaver.
Also present were: City Manager Kurt Starman, City Attorney Barry E. DeWalt,
Personnel Director Sheri DeMaagd, Development Services Director Larry Vaupel,
Deputy City Manager Greg Clark, City Clerk Pamela Mize, and Executive Assistant Sharlene
Tipton. The City Manager introduced Department Directors that were in attendance:
Information Technology Director Dave Allen, Fire Chief Gerry Gray, Finance Director
Dennice Maxwell, Community Services Director Kim Niemer, Police Chief Robert Paoletti,
and City Treasurer Allyn Feci Van Hooser.
The Pledge of Allegiance to the Flag was led by Susan Seamans.
The Invocation was provided by Debbie Ivey, Redding Police Department and Redding Fire
Department Chaplain.
CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each
Report to Redding City Council (staff report) is incorporated herein by reference:
4(a). Approve Payroll and Accounts Payable Register.

Approve: (1) Accounts Payable Register No. 14 for the period of January 16, 2016,
through January 29, 2016, for a total of $11,006,774.65, for check numbers 112032
through 112373, inclusive, ACH Transfer numbers 12449 through 12486, inclusive,
and Wire Transfer numbers 6055 through 6077, inclusive; and (2) Payroll Register
No. 15 for the period of January 3, 2016, through January 16, 2016, in the amount of

4.5(a). Authorize endorsing the National Association of State Treasurers' letter to
congressional leaders in support of tax-exempt financing.

4.11(b).Approve the following relative to the South Redding Pedestrian Improvement and
Turtle Bay to Downtown Trail Projects: (1) approve the First Amendment to the Sub -
Recipient Agreement (C-6028) with the Shasta Regional Transportation Agency to
provide additional funding through the Overall Work Program; and (2) adopt
Resolution No. 2016-016, a resolution of the City Council of the City of Redding No.
2016-016, a resolution of the City Council of the City of Redding approving and
adopting the 18th Amendment to City Budget Resolution No. 2015-057 appropriating
$393,490 for the South Redding Pedestrian Improvements and $45,000 for the Turtle
Bay to Downtown Trail Study for Fiscal Year 2015-16.

PUBLIC HEARINGS, PETITIONS, AND PROTESTS
6.1. Public Hearing — Consideration of an Amendment to Redding Municipal Code
(RMC) Title 18 (Zoning) to add Section 18.43.180, (Short -Term Rentals) (RZ-2015-
00904), Regarding Regulations Pertaining to the Use of Single -Family Residences as
Vacation Rentals, and for Renting of Individual Rooms; and
Resolution — Amending Schedule of Fees and Service Charges

Planning Manager Kent Manuel summarized the Report to Redding City Council
(staff report), provided a PowerPoint presentation, both incorporated herein by
reference, and recommended that the City Council conduct a Public Hearing and,
upon conclusion: (1) adopt the Addendum to the Zoning Ordinance Mitigated
Negative Declaration; (2) offer an ordinance amending Title 18 (Zoning), Chapter
18.43 (Standards for Specific Land Uses) of the Redding Municipal Code by adding
Section 18.43.180 (Short -Term Rentals) for the first reading by title only, and waive
the full reading; (3) authorize the City Clerk to publish a summary of the ordinance;
and (4) adopt a resolution amending the Schedule of Fees and Service Charges
establishing a new $300 application fee for Short -Term Rental Site Development
Permit applications.
Mr. Manuel noted that in addition to the draft New Ordinance, a draft new Alternate
Ordinance (Alternate Ordinance) is attached to the staff report that reflects an
extension from a maximum of 120 rental days to 180 rental days per calendar year
relative to Hosted Homestays. He related that the City Council may proceed with
either ordinance.
The hour of 6:00 p.m. having arrived, Mayor McArthur opened the public hearing to
consider proposed amendments to RMC Title 18 (Zoning).
The Affidavit of Publication — Notice of Public Hearing is on file in the Office of the
City Clerk.
Shelly Shively and Rachel Hatch spoke in support of the proposed New Ordinance.

Megan Conn and Cecilia Chavez spoke in support of approving the Alternate
Ordinance that allows for a maximum of 180 rental days for Hosted Homestay
designations.
Doni Chamberlain opposed regulations being placed on vacation rentals.
Greg Washburn expressed concerns regarding the consideration of housesitting or
recreational vehicles parked in front of a residential home.
Mayor McArthur determined that no one else present wished to address this matter
and closed the public hearing.
A discussion amongst the Council ensued.
A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member Cadd, to: (1) adopt the Addendum to the Zoning Ordinance Mitigated
Negative Declaration; (2) offer Alternative Ordinance No. 2543, an ordinance of the
City Council of the City of Redding for first reading by title only and waive the full
reading amending Redding Municipal Code Title 18 (Zoning), Chapter 18.43
(Standards for Specific Land Uses) by adding Section 18.43.180 (Short -Term
Rentals); (3) authorize the City Clerk to publish a summary of the ordinance; (4)
adopt Resolution No. 2016-017, a resolution of the City Council of the City of
Redding amending the Schedule of Fees and Service Charges establishing a new $300
application fee for Short -Term Rental Site Development Permit applications effective
March 4, 2016; and (5) direct staff to conduct a six-month review.

City Manager Starman highlighted the Report to Redding City Council (staff report),
incorporated herein by reference, and relayed Mayor McArthur's recommendation
that the City Council appoint Randy Memeo to the Planning Commission to fill an
unscheduled vacancy with a term ending May 1, 2019.
A discussion amongst the Council ensued.
A MOTION WAS MADE by Council Member Schreder, seconded by Council
Member Sullivan, to appoint Randy Memeo to the Planning Commission to fill an
unscheduled vacancy with a term ending May 1, 2019. The Vote: Unanimous Ayes.

9A. Adoption of Ordinance No. 2541 Amending Redding Municipal Code (RMC)Title
18 (Zoning) Relating to Clean -Up and Updating of the Zoning

City Manager Starman provided an overview of Ordinance No. 2541, which was
offered for first reading on January 19, 2016, and recommended that the City Council
adopt Ordinance No. 2541 amending RMC Title 18 (Zoning), Chapter 18.17
(Temporary Use Permits), by amending Sections 18.17.030 and 18.17.060; Chapter
18.24 (Environmental Clearance) by amending Section 18.24.050; Chapter 18.34
(Industrial Districts) by amending Schedule 18.34.020-A; Chapter 18.41 (Off -Street
Parking and Loading) by amending Sections 18.41.030; and Chapter 18.60 (Use
Classifications) by amending Sections 18.60.040 and 18.60.050, all relating to clean-
up and updating of the Zoning Code.

The following spoke in support of requiring a temporary use permit for mobile
medical services: Patrick Archer, Shasta Voices Chief Executive Officer Mary
Machado, Jaime Lynn, and Michael Roberts.
The following spoke against: Vernon Price, Shasta Regional Medical Center Chief
Executive Cindy Gordon, Dave Honey, Robert Grosch, Todd Jones, Shasta
Community Health Center Chief Executive Officer Dean Germano, Attorney Walt
McNeil on behalf of Empire Recovery Center, Charles Finkel, Patrick Moriarty,
George Williams, Damon Cropsey, Jerome Venus, Dez Comer, and Mercy Medical
Center Vice President and Chief Strategy Officer Jordan Wright.
A discussion amongst the Council ensued.
A MOTION WAS MADE by Council Member McArthur, seconded by Council
Member Sullivan, to: (1) proceed with adopting Ordinance No. 2541, an ordinance of
the City Council of the City of Redding amending Redding Municipal Code (RMC)
Title 18 (Zoning), Chapter 18.17 (Temporary Use permits), with the exception of
Section 18.17.030 (Temporary Uses Exempt from Permits), with the balance of the
ordinance to return to Council for second reading at the next Council meeting; and
(2) direct staff to meet with various stakeholders regarding proposed amendments to
RMC Section 18.17.030 (Temporary Uses Exempt from Permits) and return to
Council within three months with a recommendation.

9B. Oral Presentation by Bartel Associates. LLC. Reuardina Ca1PERS' Proiected Rates
for Fiscal Year 2016-17 and Beyond

John Bartel, President of Bartel Associates, LLC, provided a PowerPoint
presentation, incorporated herein by reference, regarding CalPERS' recent decisions
impacting City of Redding contribution rates along with projected rates for Fiscal
Year 2016-17 and beyond, outlined the suggested risk mitigation strategy to be taken
by the City of Redding, and briefly described the issues with Governmental
Accounting Standards Board Statement No. 68 (GASB 68).
A discussion amongst the Council ensued.
The City Council took no action on this informational item only.
9.1(b). MOVED FROM THE CONSENT CALENDAR AT COUNCIL MEMBER
CADD'S REQUEST
Reauest from the Shasta Countv Board of Suoervisors to Discuss Potential Tax
Sharing Concepts with Representatives from the County of Shasta, the City of
Anderson, and the City of Shasta Lake

City Manager Starman highlighted the Report to Redding City Council (staff report),
incorporated herein by reference, and recommended that the City Council authorize
the Mayor, Vice Mayor, and City Manager to meet with representatives from the
County of Shasta, the City of Anderson, and the City of Shasta Lake to discuss
potential tax sharing concepts.
Walt McNeill requested that the authorization not be taken too broadly.

with representatives from the County of Shasta, the City of Anderson, and the City of
Shasta Lake to discuss potential tax sharing concepts.

City Attorney DeWalt summarized the Report to Redding City Council (staff report),
incorporated herein by reference, and recommended that the City Council offer an
ordinance amending RMC Title 10 (Public Peace, Morals and Welfare) by adding
Chapter 10.06 (Butane Resale) relating to the regulation of the sale, purchase, and
possession of butane of 5x refinement or higher for first reading by title only and
waive the full reading.
Cathy Grindstaff and Betty Cunningham spoke in support.

A MOTION WAS MADE by Council Member Cadd, seconded by Council Member
Schreder, to: (1) offer Ordinance No. 2544, an ordinance of the City Council of the
City of Redding amending Redding Municipal Code Title 10 (Public Peace, Morals
and Welfare) by adding Chapter 10.06 (Butane Resale) relating to the regulation of
the sale, purchase, and possession of butane of 5x refinement or higher, for first
reading by title only and waive the full reading; and (2) direct staff to work
collaboratively with the County of Shasta, the City of Shasta Lake, and the City of
Anderson, to initiate a dialogue with state Assembly Member Brian Dahle to pursue
similar state-wide legislation.

City Council adopt a resolution approving the Memorandum of Understanding with
the International Brotherhood of Electrical Workers — Maintenance Employees' Unit
amending the Schedule of Wage Rates, effective January 31, 2016, for a three-year
term ending September 18, 2017.

At Mayor McArthur's suggestion, the City Council agreed to have the Mayor and City
Manager meet to discuss the latest developments relative to Costco, and if deemed necessary,
return to Council with any updates.

CLOSED SESSION
At the hour of 10:01 p.m., Mayor McArthur announced that the Council would adjourn to
Closed Session.
