The meeting was called to order by Mayor Missy McArthur with the following Council
Members present: Gary Cadd, Kristen Schreder, Francie Sullivan, and Brent Weaver.
Also present were: City Manager Kurt Starman, Assistant City Manager/Electric Utility
Director Barry Tippin, City Attorney Barry E. DeWalt, Fire Chief Gerry Gray, Police Chief
Robert Paoletti, Deputy City Manager Greg Clark, City Clerk Pamela Mize, and Assistant
City Clerk Teresa Rudolph.
PRESENTATIONS
2A. Presentation by Matrix Consulting_ Group of the Blueprint for Public Safety
[P-150]
City Manager Starman highlighted the Report to Redding City Council (staff report),
incorporated herein by reference. Following a presentation of the Blueprint for
Public Safety (Blueprint)by Richard Brady, President of Matrix Consulting Group, he
recommended that the City Council: (1) accept the presentation; (2) direct staff to
schedule a follow-up workshop to be held within 60 days; and, if necessary, (3)
provide additional direction to staff.
Richard Brady, President of Matrix Consulting Group, provided a powerpoint
presentation of the Blueprint, incorporated herein by reference. The Blueprint
provided the following recommendations for the Police and Fire Departments:
Police Department Recommendations:
• Develop a Community Master Plan involving a wide range of internal and
external stakeholders;
•
Create a Sergeant position to interface with the community and community
programs. Additional officer training is also needed;
•
As additional funds are available add positions to:
- Patrol
- Traffic
- Special Enforcement;
•
Add civilian staff to work with the community on low priority crimes and in a
programmatic Community Response Team.
•
As additional funds are available expand proactive investigations:
- Narcotics
- Family Services;
•
Work with the Police Officers' Association to change the shift schedule to
better match coverage to workload;
•
Better track and report complaints against the Police Department;
•
Evaluate a variety of methods to expedite writing reports in Patrol and
processing reports in Records;
•
Take steps to expedite the hiring process;
•
Develop an employee mentoring program; and
•
Ensure that the fleet is funded for replacement according to a schedule.
Fire Department Recommendations:
•
The most immediate staffing need is for all engine companies to have a
complement of three fire personnel;
•
The second priority is to staff truck companies with four fire personnel;
•
Langer term, the City and Fire Department could consider, when, and if,
additional resources are available, the following:
- Two wildland units during fire season;
- Two EMS quick response units; and
- Increasing staffing on engines to four; and
•
A fire inspector should be added to augment inspections and to evaluate
community risks.

Raymond Cantrell requested the City Council's assistance with his personal
circumstances, i.e., arrest records and homelessness.
A discussion amongst the Council ensued.
A MOTION WAS MADE by Council Member McArthur, seconded by Council
Member Weaver, to direct the City Manager to work with the County Executive
Officer to develop an implementation team relative to the Blueprint for Public Safety
and appoint Vice Mayor Weaver to serve as liaison to this team.
The Vote: Unanimous Ayes.
ADJOURNMENT
There being no further business, Mayor McArthur declared the meeting adjourned at the hour
of 4:27 p.m.
