Also present were: City Manager Kurt Starman, Assistant City Manager/Electric Utility Director Barry Tippin, City Attorney Barry DeWalt, Deputy City Manager Greg Clark, Finance Director Dennice Maxwell, Assistant City Clerk Teresa Rudolph, and Executive Assistant Sharlene Tipton. 2. Resolution - Biennial Budget for Fiscal Years ending June 30, 2016, and 2017 [B-130-070] City Manager Starman summarized the City of Redding Biennial Budget for Fiscal Years ending June 30, 2016, and 2017, provided a PowerPoint presentation, incorporated herein by reference, and recommended that the City Council adopt a resolution approving the Biennial Budget for Fiscal Years ending June 30, 2016, and 2017. Mr. Starman outlined significant topics and issues including: (1) Payment In -Lieu of Taxes (PILOT); (2) Furlough Program and Full Implementation of Measure A; (3) California Public Employees' Retirement System (CalPERS) and Public Agency Retirement Services (PARS); (4) Other Post -Employment Benefits; (5) New Police Vehicles; (6) Staffing for Adequate Fire and Emergency Response (SAFER) Grant; (7) Community Oriented Policing Services (COPS) Grant; (8) Neighborhood Policing Unit; (9) Enhanced Code Enforcement; (10) Street Maintenance; (11) New Labor Agreements; and (12) Minimum Wage Increase. It was determined by City Council to discuss each department budget separately. Mayor Sullivan recessed the Special Meeting of the Redding City Council at the hour of 3:09 p.m. Mayor Sullivan reconvened Special Meeting of the Redding City Council at the hour of 3:18 p.m. Presentations were made by the following relative to their respective department's budget: Community Services Director Kim Niemer; Development Services Director Bill Nagel; Electric Utility Director Barry Tippin; Fire Chief Kevin Kreitman; Police Chief Robert Paoletti; Public Works Director Brian Crane; and Support Services Director Rod Dinger. City Manager Starman provided an overview of the budgets for the following departments: City Council; City Manager's Office; Finance Department; Housing and Community Development; City Clerk's Office; City Treasurer's Office; City Attorney's Office; Non -Departmental; and Personnel. A discussion amongst the Council ensued. Council Member Cadd proposed a budget increase in the amount of $6,250 to provide funding for the purchase of Antifreeze Tanks and Reels specified in the budget by the Fleet Maintenance Division as an unmet need. A MOTION WAS MADE by Council Member Cadd, seconded by Council Member Schreder, to approve the addition of $6,250 to the Support Services budget for the purchase of antifreeze tanks and reels for the Fleet Maintenance Division. The Vote: AYES: Council Members - Cadd, McArthur, and Schreder NOES: Council Members - Sullivan and Weaver ABSTAIN: Council Members - None ABSENT: Council Members - None [IZ7�F.If IIh 261 A MOTION WAS MADE by Council Member McArthur, seconded by Council Member Cadd, to adopt Resolution No. 2013-057, a resolution of the City Council of the City of Redding approving and adopting the Biennial Budget for Fiscal Years ending June 30, 2016, and 2017. The Vote: AYES: Council Members - Cadd, McArthur, Schreder, Weaver, and Sullivan NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - None Resolution No. 2013-057 is on file in the Office of the City Clerk.
