The meeting was called to order by Mayor Francie Sullivan with the following Council
Members present: Gary Cadd, Missy McArthur, Kristen Schreder, and
Brent Weaver.
Also present were: City Manager Kurt Starman, Assistant City Manager/Electric Utility
Director Barry Tippin, City Attorney Barry E. DeWalt, Public Works Director Brian Crane,
Development Services Director Bill Nagel, Deputy City Manager Greg Clark, Assistant City
Clerk Teresa Rudolph, and Executive Assistant Sharlene Tipton. The City Manager
introduced Department Directors that were in attendance: Personnel Director
Sheri DeMaagd, Fire Chief Kevin Kreitman, Finance Director Dennice Maxwell,
Community Services Director Kim Niemer, and Police Chief Robert Paoletti.
The Pledge of Allegiance to the Flag was led by Matt Morgan.
The Invocation was provided by Pastor Dayton Phillips, Hope Baptist Church.
PRESENTATIONS
2A. Recognition of the Country Christian School for its contribution to the Redding
Aquatic Center Patio Project

Community Services Director Kim Niemer provided a PowerPoint presentation,
incorporated herein by reference, recognizing the Country Christian School and the
congregation of Little Country Church for their contributions, valued at
approximately $8,000 to $10,000, to the Redding Aquatic Center Patio Project.
The City Council took no action on this informational item.

Approve: (1) Accounts Payable Register No. 23 for the period of June 1, 2015,
through June 11, 2015, for a total of $17,025,833.96, for check numbers 105250
through 105580, inclusive, ACH Transfer numbers 11939 through 11976, inclusive,
and Wire Transfer numbers 5656 through 5676, inclusive; and (2) Payroll Register
No. 25, for the period of May 24, 2015, through June 6, 2015, in the amount of

4.3(a). Adopt Resolution No. 2015-048, a resolution of the City Council of the City of
Redding, authorizing: (1) submittal of grant application(s) to the Department of
Resources Recycling and Recovery (CalRecycle) for all CalRecycle grants for which
the City of Redding is eligible for Fiscal Years 2014-15 through 2019-20; and (2) the
Support Services Director or designee to execute all grant documents necessary to
secure grant funds and implement approved grant project, including but not limited to
applications, agreements, amendments, and requests for payment.

4.6(b). Adopt Resolution No. 2015-049, a resolution of the City Council of the City of
Redding declaring July 2015 as Parks Make Life Better!® Month in the City of
Redding.

4.9(a). Authorize acceptance of. (1) approximately $91,400 in grant funds for the purchase
of two vehicles and forensic equipment exclusively for sexual assault investigators
from Sexual Assault Felony Enforcement (SAFE) Team funding; and (2) $38,690 in
SAFE grant funds for overtime operations, equipment and training for the 2015-16
fiscal year.

4.9(c). Approve Agreement with the Shasta County Department of Health and Human
Services Agency (C-3728) for the Redding Police Department to provide an elder
abuse investigator to work with the Adult Protective Services Division; and authorize
the Mayor to execute said Agreement.

4.9(d). Adopt Resolution No. 2015-050, a resolution of the City Council of the City of
Redding supporting crime and drug prevention efforts in Redding; and proclaiming
Tuesday, August 4, 2015, as National Night Out in the City of Redding.

4.9(e). Adopt Resolution No. 2015-051, a resolution of the City Council of the City of
Redding approving and adopting the 66`h Amendment to City Budget Resolution No.
2013-061 appropriating $7,000 for the purchase of a microfilm reader for the Police
Services Division for Fiscal Year 2014-15 from operating materials to the Redding
Police Department equipment fund.

Redding establishing the appropriation limit for Fiscal Year 2015-16 for the City of

4.11(a).Authorize the following action relative to Bid Schedule No. 4728 (Job No. 2470),
Cape Seal Project 2015: (1) award to VSS International in the amount of $1,420,000
for application of a rejuvenating scrub seal followed by micro -surfacing on
approximately 207,000 -square -yards of existing streets; applying a two -layer
fiberized micro -surfacing on approximately 115,000 -square -yards of existing streets,
removing and applying traffic stripes and markings; (2) approve an additional
$120,000 to cover the cost of administration and inspection fees; (3) approve
$150,000 to provide construction contingency funding; (4) approve $30,000 for
project development costs; and (5) authorize the City Manager to approve additional
increases, in either the construction management or construction contingency
amounts, up to a total of $10,000, for a total of $1,730,000.

4.15(a).Adopt Resolution No. 2015-053, a resolution of the City Council of the City of
Redding approving the California State Association of Counties -Excess Insurance
Authority Workers' Compensation Program (CSAC-EIA) as the City of Redding's
excess workers' compensation insurance provider for Fiscal Year 2015-16; and
delegating the City Manager, or his designee, authority to officially act on behalf of
the City and enter into agreements as required with the CSAC-EIA for the Workers'
Compensation Program for as long as the City is a member of the Joint Powers
Agreement.

Cultivation at Private Residences in the City of Redding

Development Services Director Nagel summarized the Report to Redding City
Council (staff report), incorporated herein by reference, and recommended that the
City Council conduct a Public Hearing and, upon conclusion, adopt the addendum to
the Zoning Code Mitigated Negative Declaration and offer an ordinance amending
Redding Municipal Code (RMC) Title 18 (Zoning), Chapter 18.43 (Standards for
Specific Uses), Section 18.43.100 (Medical Marijuana Cultivation at Private
Residences), for first reading by title only and waive the full reading.
The hour of 6:00 p.m. having arrived, Mayor Sullivan opened the public hearing to
consider the Rezoning Application [RZ-2015-00452], Medical Marijuana Cultivation
at Private Residences in the City of Redding.
The Affidavit of Publication- Notice of Public Hearing is on file in the Office of the
City Clerk.
Mayor Sullivan determined that no one present wished to address this matter and
closed the public hearing.
A discussion amongst the Council ensued.

Schreder, to: (1) adopt the addendum to the Zoning Code Mitigated Negative
Declaration; and (2) introduce for first reading by title only and waive the full reading
of Ordinance No. 2529, an ordinance of the City Council of the City of Redding
amending Redding Municipal Code Title 18 (Zoning), Chapter 18.43 (Standards for
Specific Uses), Section 18.43.100 (Medical Marijuana Cultivation at Private
Residences).

Development Services Director Bill Nagel provided an overview of the Report to
Redding City Council (staff report), incorporated herein by reference, and
recommended that the City Council conduct a Public Hearing and, upon conclusion:
(1) adopt the addendum to the Zoning Ordinance Mitigated Negative Declaration;
(2) offer an ordinance amending Redding Municipal Code (RMC) Title 18 (Zoning),
Chapter 18.47 (Landscape Standards), and repealing in its entirety RMC Title 16
(Buildings and Construction), Chapter 16.60 (Landscape), for first reading by title
only and waive the full reading; and (3) authorize the City Clerk to publish a
summary of the ordinance; all relating to landscaping requirements for new
construction.

The hour of 6:00 p.m. having arrived, Mayor Sullivan opened the public hearing to
consider Rezoning Application [RZ-2015-00469] for an amendment to the landscape
standards in the City of Redding.
The Affidavit of Publication- Notice of Public Hearing is on file in the Office of the
City Clerk.
Cathy Cresser supported the inclusion of water conservation efforts in the proposed
ordinance and opined that the Council should utilize reusable water bottles during
meetings.
Mayor Sullivan determined that no one else present wished to address this matter and
closed the public hearing.
A MOTION WAS MADE by Council Member Weaver, seconded by Council
Member Schreder, to: (1) adopt the addendum to the Zoning Ordinance Mitigated
Negative Declaration; (2) introduce for first reading by title only and waive the full
reading of Ordinance No. 2530, an ordinance of the City Council of the City of
Redding repealing Chapter 16.60 (Landscape) of Title 16 (Buildings and
Construction) of the Redding Municipal Code (RMC) and amending and restating
Chapter 18.47 (Landscape Standards) of Title 18 (Zoning) of the RMC all relating to
the reorganization and consolidation of Landscaping Standards; and (3) authorize the
City Clerk to publish a summary of the ordinance.

6.3. Public Hearing - 2015-19 Consolidated Plan and Recommended Community
Development Block Grant (CDBG) and HOME allocations

Mayor Sullivan and Council Member Weaver noted that they are both Board
Members for One Safe Place, and City Manager Starman stated that he is a Board
Member for the YMCA of Shasta County.
Deputy City Manager Greg Clark summarized the Report to Redding City Council
(staff report), incorporated herein by reference, and recommended that the City
Council conduct a Public Hearing and, upon conclusion, adopt a resolution accepting
the Consolidated Plan for 2015-19 (ConPlan) and the annual Action Plan for 2015-16
and authorizing the City Manager, or his designee, to sign all necessary documents
and submit the ConPlan to the U.S. Department of Housing and Urban Development.
Housing Manager Steve Bade provided a PowerPoint presentation, incorporated
herein by reference, highlighting the 2015-19 ConPlan that includes the annual
Action Plan for 2015-16.

consider the 2015-19 ConPlan and the annual Action Plan for 2015-16.

In response to Vice Mayor McArthur, Housing Manager Steve Bade explained that
the Lowe's fund balance is $500,000, of which the City has provided a short-term
loan in the amount of $500,000 to PC Redding for its affordable housing project on
Grange Street, and those funds will be returned to the Lowe's account within a year.

Member Weaver, to adopt Resolution No. 2015-054, a resolution of the City Council
of the City of Redding accepting the Consolidated Plan for 2015-19 (ConPlan) and
the annual Action Plan for 2015-16 and authorizing the City Manager, or his
designee, to sign all necessary documents and submit the ConPlan to the U.S.
Department of Housing and Urban Development.

incorporated herein by reference, and recommended that the City Council appoint
Kimberly Ross to the Shasta Public Library Citizen's Advisory Committee to fill an
unscheduled vacancy with a term ending November 30, 2018, due to the resignation
of Charles Menoher.
A MOTION WAS MADE by Council Member McArthur, seconded by Council
Member Schreder, to appoint Kimberly Ross to the Shasta Public Library Citizen's
Advisory Committee to fill an unscheduled vacancy with a term ending
November 30, 2018. The Vote: Unanimous Ayes.

9A. Oral Update on Volunteer Efforts Regarding the Creation of a City of Redding
Instagram Site

Council Member Weaver introduced and thanked Erick Bagley and Matt Morgan for
volunteering their time to create an Instagram account for the City of Redding with
the hashtag of #thecityofredding. Mr. Bagley and Mr. Morgan encouraged the
community to view and contribute to the City's Instagram page.
The City Council took no action on this informational item.
9.2(a). Public Meeting - Renewal of the Tourism Marketing Business Improvement District
(TMBID)

Deputy City Manager Clark highlighted the Report to Redding City Council (staff
report), incorporated herein by reference, and recommended that the City Council
conduct a Public Meeting and receive public comment in consideration of the renewal
of the TMBID, which is funded by an assessment on lodging industry receipts.
Mayor Sullivan opened the public meeting.
Redding Tourism Marketing Group Chair and Hampton Inn and Suites Manager
David Grabeal supported the Council renewing the TMBID. He noted that it provides
the necessary funding to market the Redding area.
Mayor Sullivan determined that no one else present wished to address this matter.

9.4(a). Ordinance - Relating to Expedited Permitting Procedures for Small Residential
Rooftop Solar Systems in the City of Redding

Development Services Director Nagel summarized the Report to Redding City
Council (staff report), incorporated herein by reference, and recommended that the
City Council offer an ordinance amending Redding Municipal Code Title 16
(Buildings and Construction), Chapter 16.03 (Residential Code), by adding Section
16.03.020 (Small Residential Rooftop Solar Energy Systems), for first reading by title
only and waive the full reading.
A MOTION WAS MADE by Council Member Cadd, seconded by Council Member
Schreder, to introduce for first reading by title only and waive the full reading of
Ordinance No. 2531, an ordinance of the City Council of the City of Redding
amending Redding Municipal Code Title 16 (Buildings and Construction), Chapter
16.03 (Residential Code), by adding Section 16.03.020 (Small Residential Rooftop

Council (staff report), incorporated herein by reference, and recommended that the
City Council: (1) accept the Redding Electric Utility Monthly Financial Report for
April 2015; and (2) adopt a resolution approving the 67th Amendment to City Budget
Resolution No. 2013-061 appropriating $3.5 million to cover the estimated additional
power purchases due to the ongoing drought and reduced allocations from the
Western Area Power Administration Hydroelectric Contract through the end of Fiscal
Year 2014-15.

9.5(b). Set Public Hearing for Change of Redding Electric Utility( (REU) Rate Structure

Electric Utility Director Tippin highlighted the Report to Redding City Council (staff
report), incorporated herein by reference, and recommended that the City Council set
a public hearing for the regularly scheduled meeting of the City Council on
August 18, 2015, to consider a change in the rate structure (zero percent rate increase)
for REU effective October 1, 2015, and to consider a rate increase of 1.5 percent
effective March 1, 2016.
Mr. Tippin and REU Financial Manager Mark Haddad provided a PowerPoint
presentation, incorporated herein by reference, summarizing the proposed Rate
Structure Redesign.

The following spoke in opposition: Don Kirk, James Wilson, Howard Covington,
Janet Sloat, Robert Baker, George Walton, Charles W. Alexander, Nancy Holland,
Kelle Darley, Ed Marek, Gina Goodhill Rosen (Solar City Representative),
John Springer, John Yolk, Justin Kerwick, Joan Coleman, Jacquelyn Bell,
Donna Heller (Columbia School District Representative), John Livingston (Sierra
Club Representative), Norman Brewer, and Dick Fyten.
Jim Feider supported the proposed rate restructure.
Steven Concepcion spoke in support of starting a discussion relative to the
restructuring of electric rates.
A discussion amongst the Council ensued.
A MOTION WAS MADE by Council Member Weaver, seconded by Council
Member Cadd, to: (1) decline setting a public hearing to consider a change in the
Redding Electric Utility's (REU) rate structure; (2) direct staff to bring back an item
later this year to discuss a proposed 1.5 percent rate increase effective March 1, 2016;
and (3) discuss possible changes in REU's rate structure at the next City Council
Priority -Setting Workshop. The Vote: Unanimous Ayes.
9.6(a). Agreement with Colt 45s for Maintenance and Security Services at Tiger Field

Community Services Director Niemer provided an overview of the Report to Redding
City Council (staff report), incorporated herein by reference, and recommended that
the City Council approve a Memorandum of Understanding with the Colt 45s for
maintenance and security services at Tiger Field for the period July 1, 2015, through
June 30, 2018; and authorize the City Manager to sign said Agreement.
City Manager Starman acknowledged the International Brotherhood of Electrical
Workers (IBEW) for signing a side letter amending its contract with the City to allow
for this change to occur and thanked the Colt 45s Board for its generous offer for
year-round services.
A discussion amongst the Council ensued.
A MOTION WAS MADE by Council Member Schreder, seconded by Council
Member McArthur, to: (1) approve a Memorandum of Understanding with the Colt
45s for maintenance and security services at Tiger Field for the period July 1, 2015,
through June 30, 2018; and (2) authorize the City Manager to sign said Agreement.
The Vote: Unanimous Ayes.
9.9(b). MOVED FROM CONSENT CALENDAR AT POLICE DEPARTMENT
STAFF'S REQUEST
Application - U.S. Department Of Justice 2015 Edward Byrne Memorial Justice
Assistance Grant for the Purchase of Dual -Band Radios

Chief Paoletti summarized the Report to Redding City Council (staff report),
incorporated herein by reference, and recommended that the City Council approve
submission of an application for the U.S. Department of Justice 2015 Edward Byrne
Memorial Justice Assistance Grant in the amount of $49,054, with no required
matching funds, for the purchase of dual -band radios.
Mayor Sullivan determined that no one present wished to address this item.
A MOTION WAS MADE by Council Member McArthur, seconded by Council
Member Weaver, following an opportunity for public comment, approved submission
of an application for the U.S. Department of Justice 2015 Edward Byrne Memorial
Justice Assistance Grant in the amount of $49,054, with no required matching funds,
for the purchase of dual -band radios. The Vote: Unanimous Ayes.

9.15(b).Resolution - Approving Exception to the California Public Employees' Retirement
System's (CalPERS)180-Day Wait Period

Personnel Director Demaagd highlighted the Report to Redding City Council (staff
report) and recommended that the City Council adopt a resolution approving an
exception to the 180 -day wait period for public agencies set by CalPERS as required
by California Public Employees' Pension Reform Act of 2013 and granting the City
Manager authority to execute the necessary hiring documentation, thereby allowing a
retiring Information Technology Supervisor to be rehired as an annuitant effective
July 13, 2015.
City Manager Starman noted that this is a short-term solution and there will need to
be future discussion regarding the hiring/training of Information Technology
programmers due to the City's complex and antiquated systems.
A MOTION WAS MADE by Council Member McArthur, seconded by Council
Member Schreder, to adopt Resolution No. 2015-056, a resolution of the City Council
of the City of Redding approving an exception to the 180 -day wait period for public
agencies set by Ca!PERS as required by California Public Employees' Pension
Reform Act of 2013 to allow the City Manager to execute the necessary hiring
documentation, thereby allowing retiring Information Technology Supervisor Tim
Stinar to be rehired as an annuitant effective July 13, 2015.
