A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ESTABLISHING MEASURE D AND MEASURE E CITIZENS
COMMITTEE
WHEREAS, the City Council ("Council") of the City of Redding ("City") adopted a
resolution on May 3, 2016, to place a transactions and use tax measure ("Measure D") and an
accompanying advisory measure ("Measure E") on the November 8, 2016, ballot; and
WHEREAS, Measure D, if approved by a simple majority of the electorate, would
impose a transactions and use tax of one-half cent on the sale of all tangible personal property
sold at retail in the City for a period of ten years ("Sales Tax"); and
WHEREAS, Measure E is an accompanying measure that is advisory only that states if
the voters of the City approve Measure D, should the additional revenue be used for public
safety, code enforcement, and related City services; and
WHEREAS, the proposed Sales Tax is a general tax, the revenue of which will be placed
in the City's general fund and will be used to pay for essential City services; and
WHEREAS, the Council adopted a resolution at its regular meeting on June 7, 2016,
establishing certain checks and balances in the event the voters approve both Measure D and
Measure E ("June 7 Resolution"); and
WHEREAS, the Council, in the June 7 Resolution, directed the formation of a new City
implementation team consisting of Council Member Brent Weaver, the City Manager, and the
Police Chief to oversee the implementation of Measure D and Measure E in the event both
measures are approved by a majority of voters in the general election on November 8, 2016; and
WHEREAS, the Council, in the June 7 Resolution, directed that a Citizens Committee be
established to assist the Council with the implementation of Measure D and Measure E if
approved by the voters and that the specifics and parameters of the Citizens Committee,
including the process for selecting members and scope of duties, shall be determined by further
Resolution at a City Council meeting subsequent to the election on November 8, 2016; and
WHEREAS, the Council desires to amend the June 7 Resolution with regard to the time
period for formation of the City implementation team and Citizens Committee, including the
process for selecting members and scope of duties; and
WHEREAS, the Council desires to form the City implementation team and Citizens V�
Committee, including the process for selecting members and scope of duties, prior to the election G
of November 8, 2016; and 6
WHEREAS, at its regular meeting on June 7, 2016, the Council directed staff to return to Q
the Council with a subsequent resolution to establish the Citizens Committee; J

NOW, THEREFORE, be it resolved by the Council of the City of Redding as follows:
Section 1. The foregoing recitals are true and correct, and this Council so finds and
determines.
Section 2. The Council hereby declares that a Citizens Committee be formed to ensure
accountability and transparency with regard to any tax proceeds that may be collected pursuant
to Measure D.
Section 3. The Citizens Committee will be an advisory committee to the Council.
Section 4. The Citizens Committee will include five members who will serve staggered
four-year terms. In order to ensure staggered terms, two of the original five members will
initially serve a two-year term. Such members will be eligible for reappointment to a full four-
year term.
Section 5. The Mayor will solicit names of potential candidates from fellow Council
Members; stakeholder organizations such as the Greater Redding Chamber of Commerce, the
Shasta Association of Realtors, the Shasta Builders Exchange, Viva Downtown, and other
community organizations; and from the community at large.
Section 6. Members of the Citizens Committee will be appointed by the Mayor, subject
to confirmation by the Council.
Section 7. Citizen Committee meetings will comply with the Brown Act and be open to
the public.
Section 8. The Citizen Committee will: (a) review all revenue and all expenditures
associated with Measure D on an annual basis to determine if the City has complied with the
intent of Measure E; (b) report its findings and conclusions to the Council and the community
each year; and (c) provide advice to the Council on the future allocation of the revenue from
Measure D in accordance with Measure E.
Section 9. The Citizens Committee will be created immediately upon adoption of this
Resolution, but it will not commence work in earnest until after November 8, 2016. If Measure
D and Measure E are not approved by Redding voters, the Citizens Committee would be
decommissioned upon certification of the results of the election on November 8, 2016.
Section 10. This Resolution shall take effect immediately upon its adoption. The June 7
Resolution is hereby amended with regard to any declarations that the City implementation team
and/or Citizens Committee shall not be formed until after the election of November 8, 2016.
