LANDSCAPE MAINTENANCE DISTRICT O1-16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF REDDING:
(1) CONFIRMING THE MAP OF THE ASSESSMENT
DISTRICT AND APPROVING THE ENGINEER'S
REPORT
(2) APPROVING THE MAILING OF NOTICES AND
BALLOTS
(3) SETTING A PUBLIC HEARING DATE OF JUNE 7,
2016, AND ELECTION REGARDING LANDSCAPE
MAINTENANCE DISTRICT O1-16
WHEREAS:
A. The Engineer has filed his Report with the City Clerk pursuant to Streets and Highways
Code Section 22565, et seq., setting forth a full and detailed description of the
improvements, the boundaries of the proposed assessment district and any zones therein,
any bonds or notes to be issued, and the proposed assessments upon assessable lots and
parcels of land within the proposed district.
B. The purpose of the proposed district, which is generally located South of Boulder Creek
Elementary School, Easterly of Churn Creek Road and Northerly of Browning Street is to
provide maintenance associated with landscape improvements and to recompense the City
of Redding for the development and construction of a small neighborhood park.
C. The purpose of the public hearing is to provide the owners of parcels within the boundary
of the proposed landscape maintenance district the opportunity to make the decision to
fund the development and construction of a small neighborhood park, resolve the shortfall
of funds for maintenance of landscaping, and to comply with the requirements of Section
22593 of the Streets and Highways Code and Section 53753 of the Government Code.
D. City Council Policy No. 1705 states that, "To the degree practical, properties within the
boundaries of a district shall bear the full costs of ongoing administration of the district 1
and the maintenance of district improvements." �J

E. The City Council proposes to levy the proposed special assessment based on a uniform
special benefit and assessment methodology over all developable lots within the proposed
district. 6'

F. This resolution satisfies those requirements set forth in the Streets and Highways Code
Section 22587.
NOW, THEREFORE, THE CITY COUNCIL DETERMINES, RESOLVES, AND
ORDERS AS FOLLOWS:
1. That the foregoing recitals are true and correct.
2. Pursuant to the Streets and Highways Code Section 22586, the City Council hereby
approves the Engineer's Report as filed with the City Clerk, containing a full and detailed
description of the improvements, the boundaries of proposed LANDSCAPE
MAINTENANCE DISTRICT 01-16 and any zones therein, any bonds or notes to be
issued, and the proposed assessments upon assessable lots/parcels within said district.
3. The City Council finds that the Engineer's Report has fairly and properly apportioned the
costs of the improvements to each residential unit in the district in proportion to the
estimated benefits to be received by each benefit unit from the improvements.
4. A notice and ballots will be mailed upon acceptance of this Resolution, and a public
hearing and election will be held on Tuesday, June 7, 2016, at the hour of 6 p.m., or as
soon thereafter as the matter may be heard, in the City Council Chambers located at 777
Cypress Avenue, Redding, California, to address the levy of the proposed assessment for
Fiscal Year 2016-17. The proposed total assessment is $39,231.00, and the assessment
per Benefit Unit for Fiscal Year 2016-17 is $66.38.
I HEREBY CERTIFY that the foregoing resolution was introduced, read, and adopted at a
regular meeting of the City Council on the 191h day of April, 2016, by the following vote:
