RESOLUTION FOR EXCEPTION TO THE 180 -DAY WAIT PERIOD
GC sections 7522.56 & 21224
WHEREAS, in compliance with Government Code section 7522.56 the Redding City
Council must provide Ca1PERS this certification resolution when hiring a retiree before 180 days
has passed since his or her retirement date; and
WHEREAS, Mr. Rod Dinger, 2578, retired from the City of Redding in the position of
Support Services Director, effective December 8, 2015; and
WHEREAS, section 7522.56 requires that post-retirement employment commence no
earlier than 180 days after the retirement date, which is June 6, 2016, without this certification
resolution; and
WHEREAS, section 7522.56 provides that this exception to the 180 -day wait period
shall not apply if the retiree accepts any retirement -related incentive; and
WHEREAS, the Redding City Council, the City of Redding and Mr. Dinger certify that
Mr. Dinger has not and will not receive a Golden Handshake or any other retirement -related
incentive; and
WHEREAS, the Redding City Council hereby appoints Mr. Dinger as an extra help
retired annuitant to perform special project duties in line with the Support Services Director
classification for the City of Redding under Government Code section 21224, effective
December 20, 2015; and
WHEREAS, the entire employment agreement, contract or appointment document
between Mr. Dinger and the City of Redding has been reviewed by this body and is attached
herein; and
WHEREAS, no matters, issues, terms or conditions related to this employment and
appointment have been or will be placed on a consent calendar; and
WHEREAS, the employment shall be limited to 960 hours per fiscal year; and

WHEREAS, the compensation paid to retirees cannot be less than the minimum nor

exceed the maximum monthly base salary paid to other employees performing comparable
duties, divided by 173.333 to equal the hourly rate; and r

WHEREAS, the maximum base salary for this position is $11,291.00 and the hourly
equivalent is $65.14, and the minimum base salary for this position is $7,150.00 and the hourly
equivalent is $41.25; and
WHEREAS, the hourly rate paid to Mr. Dinger will be $65.14; and
WHEREAS, Mr. Dinger has not and will not receive any other benefit, incentive,
compensation in lieu of benefit or other form of compensation in addition to this hourly pay rate;
and
THEREFORE, BE IT RESOLVED THAT the Redding City Council hereby certifies the
nature of the appointment of Mr. Dinger as described herein and detailed in the attached
employment agreement/contract/appointment document and that this appointment is necessary to
fill a critically needed role of Support Services Director for the City of Redding only to assist
with special project work for the City of Redding Airports Division. Mr. Dinger will be working
on the special project of negotiating airline service for the City of Redding Airport. His direct
experience, knowledge and expertise in the airport industry will be critical for the negotiation
process. Although Mr. Dinger would assume the title of Support Services Director the Support
Services Department has been eliminated due to the approved reorganization as of November 17,
2015, and all the former duties of the Support Services Director will be dispersed to several other
Departments within the City of Redding. Mr. Dinger will not be assuming any other roles from
the position of Support Services Director. The position of Support Services Director will not be
re -filled by the City of Redding.
I HEREBY CERTIFY that the foregoing resolution was introduced, read and adopted at a
